The progress of site clearance for the project to renovate and upgrade National Highway 28B through Binh Thuan province is very slow, only reaching about 19.2/51km.
The Ministry of Transport has just sent a document to the People's Committee of Binh Thuan province regarding speeding up the progress of site clearance work for the project to renovate and upgrade National Highway 28B (project) through this province.
According to the Ministry of Transport, the project is divided into two construction packages with a total length of 69km, of which the section passing through Binh Thuan province is 51km long. The Ministry of Transport is resolutely directing investors and contractors to focus on implementing the construction to complete the project in 2025 according to the approved schedule.
Contractors are renovating and upgrading National Highway 28B, the section through Dai Ninh Pass, to connect Binh Thuan with Lam Dong.
However, the progress of site clearance is very slow. Up to now, the section passing through Binh Thuan province has only handed over about 19.2/51km, reaching 37.6%. In fact, the contractor has only approached to construct about 9.43/19.2km.
"The delay in handing over the site is one of the reasons that greatly affects the progress of the construction of the foundation and road surface and risks delaying the completion of the project," the Ministry of Transport affirmed.
To ensure the project is put into operation soon, minimize accidents and traffic jams, and contribute to promoting the socio-economic development of the locality and region, the Ministry of Transport requests the People's Committee of Binh Thuan province to direct relevant units to speed up the progress of compensation for site clearance and soon complete related legal procedures to hand over the site for the project to start construction.
"The Ministry of Transport will direct the Vietnam Road Administration, Project Management Board 5, and contractors to closely coordinate with departments, branches, and localities to promptly resolve difficulties and problems during the implementation process," said the Ministry of Transport.
Project Management Board 5 said that the project implementation value to date is about 138/1,044 billion VND of construction and installation value, reaching more than 13%.
Of which: Package XD01 has 17/42km of land handed over, reaching 42%. The value of implementation to date is about 37/589 billion VND, reaching 6.3% of the contract value.
In this package, due to the need to adjust the policy of changing the purpose of forest use, it is expected that the People's Council of Binh Thuan province will approve the policy in the meeting in early January 2025. Currently, 22.6/24.5 hectares of public land have been handed over, basically enough construction site for the time being, however, it is necessary to coordinate closely and request the locality to urgently complete the procedures for changing the purpose of forest use, site clearance, and relocation of technical infrastructure to speed up the construction progress, especially digging and filling the roadbed to ensure basic completion in the second quarter of 2025.
Package XD02 has 8.6/27km of land handed over, reaching 30%. The value of implementation to date is about 101/455 billion VND, reaching more than 22% of the contract value.
Regarding the land acquisition and compensation for this package, Project Management Board 5 said that Lam Dong province is still paying compensation, Binh Thuan province has issued a notice of land acquisition, and is appraising land prices to serve the compensation payment, and the progress is still slow compared to the plan established by the locality.
The total investment of the project is about 1,400 billion VND, from the State budget. The project investor is the Vietnam Road Administration, Project Management Board 5 is assigned to manage the project. The project is expected to be completed in 2025.
The project is invested in the scale of a grade III plain road, with a 12m wide roadbed, 11m wide road surface, and a design speed of 80km/h.
The project, when completed, will reduce the risk of traffic accidents and gradually improve the transportation system through the two provinces. At the same time, it will meet the transportation needs on the East-West corridor, support socio-economic development, and regional tourism, especially the tourism triangle of Ho Chi Minh City - Phan Thiet - Da Lat.
