The 'key' to sustainable poverty reduction in mountainous areas

Therefore, in recent times, improving the quality of vocational education has been focused on by Lao Cai province, considering this the "key" to contributing to sustainable poverty reduction in mountainous areas.

To care for the lives of ethnic minorities, on August 1, 2022, the Prime Minister issued Resolution No. 96 on the Government's Action Program to implement Resolution No. 11 dated February 10, 2022 of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2045. In which, there are key solutions to develop culture, society, improve the material and spiritual life of the people. In order for the Resolution to soon come into life, many localities in Lao Cai province have implemented mechanisms to support livelihoods and services associated with the effective implementation of the National Target Program on sustainable poverty reduction and new rural construction.

Determining the long-term goal of supporting livelihoods is to motivate people to start businesses, Lao Cai province has implemented models to support people to change their production methods and thinking to keep up with the general trend. A typical example is the case of Mr. Lu Co Chuong's family in Na Pa village (Ban Me commune, Si Ma Cai district). Based on the State's loan support, his family built solid barns and implemented a model of raising buffalo and cows in the form of semi-grazing. From the first breeds, Mr. Chuong's family now has a herd of nearly ten buffalo and cows. Mr. Chuong said, from supporting poor households and developing livestock, his family has now escaped poverty and strived to develop a sustainable economy.

Mr. Then Manh Hung - Head of the Department of Agriculture and Rural Development of Si Ma Cai district said that, taking advantage of natural climate conditions, the district has developed suitable economic models. In particular, the district focuses on developing fruit trees, medicinal plants and building rural tourism models. From there, it opens up a direction for sustainable economic development for the people. From the State's support, many good models and creative ways have been born. This is also an important condition for people to change their thinking about developing commodity agriculture, contributing to the goal of hunger eradication and poverty reduction in the locality.

“To do this, the district has coordinated with the People's Committees of communes to select suitable plants and animals in the locality. In addition, it ensures that 100% of people have access to seedlings and animals, bringing the most economic efficiency to ethnic minorities. Along with that is the work of education and vocational training for rural workers, especially ethnic minority workers. The district considers this as the root goal, contributing to hunger eradication and poverty reduction in mountainous areas" - Mr. Then Manh Hung said.

Identifying vocational training for rural workers as one of the important solutions, contributing to the effective implementation of poverty reduction work. Therefore, not only Simacai district but also Muong Khuong district is promoting the organization of vocational training classes for ethnic minority workers.

According to Mr. To Viet Thanh - Vice Chairman of Muong Khuong District People's Committee, in recent years, the District People's Committee has directed functional agencies to effectively carry out the investigation and review of labor supply and demand, promptly grasp the number of employed and unemployed workers, trained workers, untrained workers and the vocational training needs of workers. Along with that, proactively develop specific plans for each year, propose practical solutions for vocational training, and solve employment for workers, especially for ethnic minorities and mountainous areas. With the efforts of local Party committees and authorities at all levels, in 2023, Muong Khuong district created new jobs for more than 1,200 people. These are positive signals in the socio-economic development of Muong Khuong mountainous district.

With synchronous and practical solutions, vocational training for rural workers and ethnic minority workers in Lao Cai province has had positive changes. Thereby, helping workers increase their income, create livelihoods, and develop sustainable socio-economic development in the locality.
