Member of the Party Central Committee, Senior Lieutenant General, Vice Chairman of the National Assembly Tran Quang Phuong, Head of the Supervisory Delegation chaired the working session, with the Ministries of Culture, Sports and Tourism, Home Affairs, Health, Education and Training, Science and Technology, Natural Resources and Environment, and the Central Committee of the Vietnam Women's Union.

Speaking at the meeting, Vice Chairman of the National Assembly Tran Quang Phuong, Head of the Supervisory Delegation, said that this thematic supervisory delegation had worked with 11 ministries and 15 localities, developed a report on initial supervision results, and reported to the National Assembly leaders on August 11 and to the National Assembly Standing Committee at the 25th Session on August 17. Based on the conclusions at the 25th Session of the National Assembly Standing Committee and to complete the report, the Supervisory Delegation continued to work with the ministries and branches.

Although the Government and central ministries have made great efforts to implement the National Assembly's Resolutions, Vice Chairman of the National Assembly Tran Quang Phuong found that over the past two years, the implementation of the National Target Programs still faces many obstacles, difficulties and weaknesses. According to the initial assessment of the Supervisory Delegation, the National Target Program for New Rural Development lacks depth and sustainability. There is a possibility of criteria debt, criteria shortage and the possibility of basic construction debt.

Regarding the National Target Program on Sustainable Poverty Reduction, Vice Chairman of the National Assembly Tran Quang Phuong said that although poverty reduction is rapid, reaching and exceeding the targets set by the National Assembly, it is not sustainable, multidimensional coverage has not been achieved, especially in poverty reduction and livelihood income, the risk of falling back into poverty is high and the number of near-poor households is high. Therefore, he requested further comments on this reality.

Through monitoring at ministries, branches and localities, the monitoring delegation found that there are still many problems in management, direction and operation, and the local model is not suitable, especially for the National Target Program for socio-economic development in ethnic minority and mountainous areas. Some principles have not been effectively implemented, such as integration, decentralization; support is not effective or not clear. Therefore, Vice Chairman of the National Assembly Tran Quang Phuong said that because there are many problems in management and operation of National Target Programs, it is easy to lead to waste, corruption, policy exploitation, fear of mistakes, avoidance, and shifting responsibility...

In the spirit of general assessment of these contents, Vice Chairman of the National Assembly Tran Quang Phuong requested that with the responsibility of participating in the 3 National Target Programs of each Ministry, the Ministries explain and clarify their opinions on the issues raised in the fields under their charge.

Also at the meeting, delegates listened to Standing Member of the Law Committee Tran Thi Kim Nhung present the report of the Working Group working with the Ministry of Home Affairs; listened to Vice Chairwoman of the National Assembly's Ethnic Council Dinh Thi Phuong Lan report on the contents of the Working Group working with the Ministry of Culture, Sports and Tourism; Vice Chairwoman of the National Assembly's Ethnic Council Tran Thi Hoa Ry present the report of the Working Group working with the Ministry of Education and Training; Standing Member of the Social Committee Lo Thi Viet Ha report on the contents of the Working Group working with the Ministry of Health.

Representatives of the leaders of the Ministry of Home Affairs, the Ministry of Culture, Sports and Tourism and the Ministry of Health explained and clarified a number of contents raised by the Supervisory Delegation regarding the responsibilities of each responsible Ministry.

Concluding the meeting, Vice Chairman of the National Assembly Tran Quang Phuong - Head of the National Assembly's Supervisory Delegation said that through the meeting, the Supervisory Delegation had accepted all the opinions of the Ministries and branches, which were very practical and open-minded. Vice Chairman of the National Assembly Tran Quang Phuong requested the relevant Ministries and branches to continue to complete the report as requested by the Working Group.

Based on this meeting, Vice Chairman of the National Assembly Tran Quang Phuong requested the Working Groups and Ministries to complete the report, send the summary report, data system and realistic assessments... to the Working Group of the Supervisory Delegation. The Vice Chairman of the National Assembly also requested the Working Group to issue a Time Plan to send to the Supervisory Delegation.

It is expected that the Supervisory Delegation will work with the Government on September 8 and the National Assembly Standing Committee will give its opinion on the Supervisory Results Report at the 26th Session on September 14.
