Potential for development of industrial parks and clusters in Ke Sach district

According to the plan, Ke Sach district has 2 industrial clusters including: An Lac Thon 1 with an area of ​​32.1ha; An Lac Thon 2 with an area of ​​21.62ha. In addition, the locality is also planning Song Hau Industrial Park with an area of ​​286ha. According to the planning of Soc Trang province for the period 2021 - 2030 approved by the Prime Minister, Song Hau Industrial Park is planned to include 2 sub-zones: Song Hau Industrial Park - Sub-zone 1 with an area of ​​121ha and Song Hau Industrial Park - Sub-zone 2 with an area of ​​165ha. In terms of nature, Song Hau Industrial Park is oriented as a multi-industry industrial park, capable of attracting investment projects in the fields of food processing, foodstuff, canned fruit processing; manufacturing components, assembling electrical and electronic products, industrial electricity, electronics industry, semiconductors; information technology, high technology. These industrial parks and clusters are all in accordance with provincial planning, land use plans and other plans approved by the district and province.

The representative of the People's Committee of Ke Sach district said that the industrial parks and clusters in the district are quite conveniently located in terms of waterways and roads (located on National Highway 91B, next to Hau River) and regional connections such as: Soc Trang city center, Can Tho city center, Cai Cui port, Tran De seaport project, Can Tho international airport... so it is very convenient for transporting goods. Therefore, these industrial parks and clusters are of interest to many investors. In addition, the Provincial Party Committee and the Provincial People's Committee have paid attention to leading and directing investment promotion activities, along with the efforts of provincial and local departments and branches in reforming administrative procedures, creating an open investment and business environment, actively supporting enterprises... Thanks to that, in recent times, the whole Soc Trang province in general and Ke Sach district in particular have attracted many domestic and foreign enterprises and investors to survey, research, and learn about projects in the field of investment in building infrastructure of industrial parks and clusters.

Currently, Ke Sach district is implementing 3 projects including: Cai Con General Port, An Lac Thon 1 Industrial Cluster and An Lac Thon 2 Industrial Cluster. For An Lac Thon 1 Industrial Cluster, the site clearance has been completed and the investor has been Vu Dinh Ninh Binh Limited Liability Company. This enterprise has been implementing the project of Cement Packaging Factory (in An Lac Thon 1 Industrial Cluster and Cai Con General Port Logistics Service Area (8.19ha). The factory was under construction (phase 1) from March 2022, with an area of ​​over 4.1ha and officially put into operation from February 2024 with a total investment of about 1,000 billion VND. With modern machinery, the factory can unload goods with a capacity of 700 tons/hour, up to now, it has exported about hundreds of thousands of tons of cement of all kinds to the market by waterway and road. Currently, the company is implementing the construction of phase 2 factory and completing Cai Con General Port.

An Lac Thon 2 Industrial Cluster has a total area of ​​21.62 hectares, cleared in 2008 with a total of 61 households affected by the site clearance. Through the process of mobilization and persuasion, 45 households received compensation and support in 2008. The remaining 16 households have not agreed to receive compensation and support, equivalent to an area of ​​6.15 hectares. Thus, a part of the area of ​​An Lac Thon 1 Industrial Cluster has not yet selected an investor, An Lac Thon 2 Industrial Cluster is still stuck with site clearance work although both clusters have investors interested but cannot be implemented.

In the coming time, in order to soon call for investors in the remaining area of ​​An Lac Thon 1 Industrial Cluster and An Lac Thon 2 Industrial Cluster, Ke Sach District People's Committee proposed the Provincial People's Committee, the Department of Industry and Trade and related departments and branches to consider supporting investment in infrastructure from National Highway 91B to the foot of the fence of An Lac Thon 1 Industrial Cluster (serving 14.87 hectares without investors) and An Lac Thon 2 Industrial Cluster, with a total estimated cost of about 6.3 billion VND, creating conditions for the locality to attract investment. At the same time, the locality also continues to focus on removing difficulties and obstacles in the work of site clearance for An Lac Thon 2 Industrial Cluster; at the same time, propagandizing and mobilizing people to support the policy of establishing and developing industrial zones and clusters for the purpose of socio-economic development and creating jobs for local people.
