[Update] - Solemn opening of the 20th Session, 18th Thanh Hoa Provincial People's Council

On the morning of July 8, at Conference Center 25B (Thanh Hoa City), the 18th term Thanh Hoa Provincial People's Council, term 2021 - 2026 solemnly opened the 20th Session.

Report of the Provincial People's Council on the results of monitoring the implementation of the National Target Program on New Rural Construction from 2021 to 2023 in Thanh Hoa province; Report of the Legal Committee of the Provincial People's Council on the results of monitoring the implementation of legal provisions in state management of a number of conditional investment and business sectors on security and order in the province from 2021 to 2023; Report of the Cultural and Social Committee of the Provincial People's Council on the results of monitoring the implementation of regimes and policies for people with revolutionary contributions in the province, period 2021-2023; Report of the Ethnic Council of the Provincial People's Council on the results of monitoring the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas from 2021 to 2023.

The Provincial People's Council conducted a question-and-answer session; reviewed resolutions and 16 submissions of the Provincial People's Committee to create conditions for socio-economic development and ensure national defense and security of the province in 2024 and the following years.

The summary report stated: In the first 6 months of 2024, despite many difficulties and challenges; however, under the timely and close leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, the efforts of all levels, sectors, the companionship of the business community and all classes of people, the province's socio-economic, national defense and security had many bright spots and positive changes in most areas.

Chairman of the Provincial People's Committee Do Minh Tuan presented a summary report on the socio-economic, defense and security situation.

GRDP growth rate is estimated at 11.5%, ranking 3rd in the country; agricultural production is stable, the winter-spring rice yield is the highest ever; the industrial production index (IIP) is estimated to increase by 15.8%, most major industrial products have increased output compared to the same period; export value increased by 21.9%, total tourism revenue increased by 30.2%. State budget revenue is equal to 76.9% of the annual estimate and increased by 29.6%; investment attraction increased by 78.8% in the number of projects and 25.3% in registered capital; the number of newly established enterprises increased by 7.2%, ranking first in the North Central region and 8th in the country. The Provincial Competitiveness Index (PCI) in 2023 increased by 17 places compared to 2022.

The quality of cultural and social activities continues to improve; our province has 2 more intangible cultural heritages recognized as national intangible cultural heritages; leading the country in the rate of contestants winning prizes and ranking 4th in the number of contestants winning first prizes in the national high school competition for the 2023-2024 school year. The campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province has been enthusiastically responded to by Party committees, authorities at all levels, the business community and people of all walks of life. Political security, social order and safety are ensured, creating a favorable environment for economic development.

Comrade Pham Thi Thanh Thuy, Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Commission, Chairwoman of the Provincial Fatherland Front Committee presented the Notice of the Provincial Fatherland Front Committee.

Accordingly, the Fatherland Front at all levels coordinated with the authorities at the same level to chair the organization of 4,205 conferences for elected representatives to meet voters in accordance with the law at the constituencies; received 132 citizens, received 290 petitions, complaints, denunciations, recommendations, and reflections from citizens. The supervision activities of the Fatherland Front at all levels were implemented according to the set plan, in an orderly and quality manner; of which, it chaired the organization of 119 supervisions; participated in coordinating 248 supervisions with competent agencies. The socio-economic situation in the first 6 months of 2024 in the province continues to develop, achieving many positive results in all fields.

Voters sent their opinions and recommendations to the 20th Session of the 18th Provincial People's Council: Requesting the Provincial People's Committee to continue reforming and simplifying administrative procedures related to land, cutting costs, shortening the time for granting land use right certificates; creating many clean areas for businesses to easily access to promote investment and production; having preferential policies to make it easier for businesses to develop production and business.

Propose that the Provincial People's Committee direct the transport sector and local authorities to continue to pay attention to investing in and upgrading traffic works on provincial roads in the districts, speed up the progress of traffic routes connecting with localities in the province and difficult areas. Propose to continue allocating funds and supporting the renovation, repair and upgrading of river and sea dykes; handle incidents that pose a risk of unsafety to ensure disaster prevention and control during the rainy and flood season... Comrade Mai Van Hai, Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Thanh Hoa province reported on the results of the 7th Session of the 15th National Assembly.

At the meeting, delegates of the National Assembly Delegation of Thanh Hoa province fully participated in the meetings, strictly followed the meeting regulations, actively studied documents and spoke at the discussion sessions; including 21 direct discussions in the hall and 33 discussions in group discussions.

At the question and answer session, the National Assembly Delegation of Thanh Hoa province had 2 questions. The opinions of the National Assembly Delegates and the activities of the National Assembly Delegation of the province were promptly reported by the central and provincial press agencies.

Perform well the work of prosecution, trial and execution of judgments

At the meeting, Director of the Provincial People's Procuracy Le Van Dong presented the report of the Provincial People's Procuracy on the crime situation and prosecution work in the first 6 months of the year, and directions and tasks for the last 6 months of 2024.

Accordingly, in the first 6 months of the year, the total number of denunciations and reports of crimes was 1,769; 1,311 reports were resolved, 81 reports were temporarily suspended. The People's Procuracy at two levels accepted to exercise the right to prosecute and supervise the investigation of 2,135 criminal cases, 3,822 defendants, of which 1,180 new cases, 2,358 defendants were prosecuted. The investigation agency resolved 1,423 cases, 2,523 defendants; after completing the investigation, it proposed to prosecute 1,247 cases, 2,431 defendants, reaching a rate of 87.6%...

Accordingly, the total number of first-instance and appeal cases that the two-level People's Court of Thanh Hoa province had to resolve was 7,972 cases of all kinds (including criminal cases; civil cases, marriage and family, commercial business, bankruptcy declaration, labor; administrative cases and the application of administrative measures at the Court). Of which, 4,972 cases of all kinds were resolved; the overall resolution rate reached 62.3%. The remaining cases were mostly newly accepted and are being resolved by the Court in accordance with the law.
