That was the direction of Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, at the online meeting summarizing the activities of the National Committee on Digital Transformation in 2023 with ministries, branches, central agencies and localities this afternoon, December 28. According to the assessment of the Ministry of Information and Communications, in 2023, the National Digital Transformation Program, the National Strategy for the Development of Digital Government, Digital Economy and Digital Society set 62 goals, of which 18 goals have been completed (29%), 27 goals are highly likely to be completed (43.5%) and 17 goals require concentrated efforts to be completed on time (27.5%). On the other hand, the 2023 plan also set 126 tasks, of which 102 tasks have been completed, reaching a rate of 81%.

Also in 2023, the World Intellectual Property Organization ranked Vietnam's Innovation Index at 46th, up 2 places compared to 2022, continuously maintaining its position in the top 50 countries since 2018.

The Universal Postal Union ranked Vietnam's Postal Index in 2023 at level 6/10, up 1 level compared to the previous assessment in 2021, ranking 46th, continuously maintaining in the top 50 countries from 2018 to present.

On the other hand, Google's report assessed that Vietnam's digital economic growth rate is the fastest in Southeast Asia for two consecutive years (28% in 2022 and 19% in 2023), 3.5 times higher than the GDP growth rate. Vietnam's digital economic growth rate is about 20%/year, 3 times higher than the GDP growth rate.

Vietnam is also among the top 10 countries in terms of new mobile app downloads for two consecutive years (2022, 2023).

In particular, by the end of 2023, ministries and branches had cut and simplified nearly 2,500 business regulations and simplified 528/1,086 administrative procedures related to citizens. Connecting and sharing data has brought about concrete results, solving cross-sectoral problems that were previously very difficult to solve thoroughly.

The meeting spent most of the time for delegates to exchange, discuss and propose key tasks and solutions for 2024. In particular, the Ministry of Information and Communications proposed to the National Committee on Digital Transformation the theme for 2024 is "Universalizing digital infrastructure and innovating digital applications to develop the digital economy - New driving force for economic growth and labor productivity" including 9 tasks of universalizing digital infrastructure, 5 tasks of universalizing fundamental factors for the digital economy and 6 major problems of digital application innovation for Vietnamese telecommunications and digital technology enterprises to focus on solving.

Speaking at the meeting, Prime Minister Pham Minh Chinh requested ministries, branches, central agencies and localities to identify digital transformation as an inevitable trend, an objective requirement and an important political task of the Party and State, which needs to be further promoted, overcome barriers, difficulties and challenges, create further breakthroughs with a comprehensive, holistic and all-people perspective, leaving no one behind.

It is necessary to prioritize data development, build a database that is "correct, sufficient, clean, and alive"; prioritize the development of online public services related to people's lives, business production activities of enterprises and has a large coverage; prioritize the development of platforms and ensure network security and information security. At the same time, it is required that the process of organizing and implementing national digital transformation at each unit and locality must be substantive, bringing practical value to the government, people, and businesses.

The Prime Minister also assigned specific tasks to each ministry, sector and relevant agency in continuing to perfect institutions, mechanisms and policies for national digital transformation; promoting security and safety of information systems and databases; mobilizing resources for national digital transformation and implementing Project 06; strengthening international cooperation, researching and selectively absorbing experiences from countries around the world on digital transformation; promoting communication to create social consensus.
