On August 30, the National Assembly's specialized conference gave opinions on the draft Law on Land (amended). Giving opinions at the meeting, delegate Pham Thi Thanh Mai (Hanoi delegation) said that the purpose of land use is an important basis for calculating financial revenues from land, so it should be specifically regulated in the law, as a basis for the Government's decrees on financial revenue policies from land, land price policies, handling of land violations, and consistent and consistent land statistics.
Article 9 of the draft law stipulates land classification but does not stipulate the classification of multi-purpose land, which will cause difficulties in management. Delegates suggested that the drafting committee add the concepts of "land use purpose" and "main land use purpose" in the explanation of terms.
Regarding compensation and resettlement support when land is recovered, regulations on handling principles for cases where the state recovers land and the remaining area of the plots after recovery is smaller than the minimum area allowed to be divided into plots according to regulations of the Provincial People's Committee, delegate Mai said that recovery is necessary, but there needs to be adjustments suitable to reality to avoid the emergence of "super thin, super distorted" plots of land.

Also related to land recovery, delegate Nguyen Anh Tri (Hanoi delegation) commented on the issue of recovery for some stalled projects.
Delegate Tri said that all projects, no matter how big or small, if permitted by the government, the government must participate in the issue of land clearance and recovery for the project.
The delegate stated that for projects that have been cleared by 70% or more, after 2 years, they will be forced to recover and the compensation price will be equal to the price regulated by the State. If there are still some households left, the government needs to participate in the compensation and clearance issue. Therefore, delegate Nguyen Anh Tri hopes that the documents under this law need to have specific regulations.
Regarding Article 9 on land classification, delegate Nguyen Anh Tri highly appreciated the Drafting Committee for paying attention to land groups (cemeteries, funeral homes, crematoriums, and ashes storage facilities) that play an important role in social life.
However, to do this, delegates suggested that there should be sub-law documents guiding the effective, solemn, hygienic, civilized and humane use of this land fund.

Meanwhile, delegate Le Thanh Hoan (Thanh Hoa delegation) stated that land acquisition and resettlement compensation are important issues that greatly affect people’s rights. Every year, land-related complaints still occur.
Therefore, the Thanh Hoa delegation representative said that the draft Land Law (amended) needs to have sustainable policies for cases of compulsory land recovery.
Meanwhile, delegate Nguyen Thien Nhan (HCMC delegation) said that when it comes to land use, it must come from national and local interests, business interests and people's interests. Therefore, it is necessary to clarify these three interests. Along with that, it is necessary to determine the properties of land.
According to delegate Nhan, land properties include location and area. There are locations suitable for transportation, locations close to rivers, to the sea... each of these locations has different advantages. "When referring to national and local interests, it is necessary to determine what the land location can do to bring the most benefit to the country and locality," Mr. Nhan stated his opinion.

For example, if the land location is best for road construction, the land must be reclaimed for road construction. Land reclaimed for projects that are most meaningful to the country and locality, the State will reclaim for the benefit of the country and locality .
