In the morning, the National Assembly listened to: Report on explanation, acceptance and revision of the draft Land Law (amended); results of public consultation on the draft Land Law (amended); Report on examination of the draft Land Law (amended); then, the National Assembly discussed in groups the draft Land Law (amended).

In the afternoon, the National Assembly discussed in the hall the draft Resolution on taking a vote of confidence, a vote of no confidence for people holding positions elected or approved by the National Assembly and People's Councils (amended); discussed in groups the draft Law on Management and Protection of National Defense Works and Military Zones.

* Yesterday, Thursday, June 8, 2023, the National Assembly continued the 15th working day of the 5th Session with plenary sessions at the National Assembly House under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

Morning

Under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly continued to question and answer questions from National Assembly deputies. The session was televised and broadcast live on Vietnam Television, Voice of Vietnam, and Vietnam National Assembly Television.

From 8:00 to 9:20: The National Assembly continues to question Minister of Transport Nguyen Van Thang on the fourth group of issues in the field of transport.

From 9:20 to 9:30: National Assembly Chairman Vuong Dinh Hue delivered a concluding speech on the fourth group of issues, stating that: at the question-and-answer session, 20 delegates asked questions and 17 delegates debated; National Assembly deputies closely followed the content of the questions and actively debated to clarify the current situation and responsibilities; Minister of Transport Nguyen Van Thang answered fully and explained clearly the remaining shortcomings and limitations, and proposed a number of solutions to better perform the duties and responsibilities of the Ministry and the Transport sector. National Assembly Chairman Vuong Dinh Hue requested the Government, the Minister of Transport, and relevant Ministers and Heads of sectors to fully absorb the opinions of National Assembly deputies; and resolutely direct the synchronous implementation of the proposed solutions to overcome the shortcomings and limitations.

From 9:50 a.m. to 11:20 a.m.: Deputy Prime Minister Le Minh Khai reports, clarifies related issues and answers questions from National Assembly deputies.

From 11:20 to 11:30: The National Assembly Chairman delivered a closing speech at the question and answer session, stating that after 2.5 days of urgent, enthusiastic, focused, intelligent, and highly responsible work, the National Assembly successfully completed the question and answer session at the 5th Session.

The question and answer session took place in a democratic and frank atmosphere, attracting widespread interest and attention from voters and people nationwide, with 454 National Assembly deputies registering to participate in the question and answer session, 112 National Assembly deputies exercising their right to question and answer, 49 National Assembly deputies debating to clarify issues of concern to the deputies, bringing the total number of deputies participating in the question and answer session in the first two years of the 15th National Assembly term to 831; continuing to affirm that questioning and answering questions is a form of direct supreme supervision that is of great interest to National Assembly deputies and is highly effective.

The National Assembly requested the Government, all levels and sectors to synchronously deploy solutions to better implement and create positive and clear changes to the issues that were questioned at the session.

Based on the questions of National Assembly deputies, the answers of Government members, and the conclusions on the content of the questions on each group of issues, the National Assembly Standing Committee will direct research agencies to prepare a Resolution on questioning activities to submit to the National Assembly for consideration and approval at the end of the session, as a basis for organizing implementation and supervision according to regulations.

Afternoon

Content 1: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly listened to the report of the Standing Committee of the National Assembly, Secretary General of the National Assembly Bui Van Cuong on explaining, accepting and revising the draft Resolution on the National Assembly's Supervision Program in 2024; then, the National Assembly voted to pass the Resolution by electronic voting, with the following results: 459 delegates participated in the vote (equal to 92.91% of the total number of delegates), of which 451 delegates approved (equal to 91.30% of the total number of delegates); 7 delegates did not approve (equal to 1.42% of the total number of delegates); 1 delegate did not vote (equal to 0.20% of the total number of delegates).

Content 2: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

At the discussion session, 19 delegates spoke, in which the delegates basically agreed on the necessity of issuing a Resolution to replace Resolution No. 54/2017/QH14 to pilot a number of specific mechanisms and policies for the development of Ho Chi Minh City in order to increase financial resources, autonomy mechanisms and create a legal basis to promote potential and advantages, create breakthroughs in socio-economic development, build Ho Chi Minh City into a civilized, modern city, leading in the cause of industrialization and modernization, making increasingly greater contributions to the region and the whole country.

In addition, delegates focused on discussing: Name, scope of adjustment, viewpoints, principles of issuance, scope of the Resolution; policies on finance, budget, salary, additional income; feasibility of raising the loan level to no more than 120% of the revenue according to decentralization; policies on urban management, environmental resources; local adjustment of construction planning, urban planning;

Policies similar to the draft Land Law and Housing Law being amended; compensation for land when the State reclaims land; allowing economic organizations to mortgage, transfer land or lease land lease rights; procedures for preparing land recovery; public investment procedures; list of industries, preferential conditions for attracting investment, strategic investors, large FDI projects;

Management of science, technology, innovation, high-tech development; organization of Ho Chi Minh City, Thu Duc City and decentralization and authorization mechanisms; use of increased revenue for public investment; urban planning in the direction of public transport development; investment under the PPP method, BT and BOT projects;

Planning and arrangement of social housing; establishment of the Department of Food Safety; development of the healthcare system in the form of public-private partnership; operating model and mechanism of state financial investment companies; use of rooftops of public offices to install solar power systems; time of passing the Resolution; application of laws and transitional provisions; pilot implementation period.

At the end of the discussion session, Minister of Planning and Investment Nguyen Chi Dung spoke to explain and clarify a number of issues raised by National Assembly deputies.
