Need to improve service capacity of businesses collecting, transporting and treating household waste

(Haiphong.gov.vn) - On the afternoon of August 15, Chairman of the City People's Committee Nguyen Van Tung chaired a meeting to listen to businesses providing services of collecting, transporting and treating household waste report on their capacity, status of equipment and means of providing services of collecting, transporting and treating waste. Also attending were representatives of relevant departments, branches and localities.

Deputy Director of the Department of Natural Resources and Environment Pham Van Thuan reported at the meeting.

According to the report of the Department of Natural Resources and Environment, the whole city currently has 26 units participating in the collection, transportation and treatment of domestic solid waste. In urban areas, the capacity, equipment and means of the 4 units participating in the collection and transportation of domestic solid waste basically meet the requirements for performing the task. The treatment technology is mainly by sanitary landfill method at 03 city-level treatment areas: Trang Cat, Dinh Vu, Gia Minh. The reused and recycled part is treated at Trang Cat Solid Waste Treatment Complex (producing compost, crushing bulky waste). In rural areas, the tools and means of collecting and transporting domestic solid waste are old and lacking, most of which are converted and homemade, not suitable for the collection process using modern technology, causing difficulties in surveying, establishing economic-technical norms and unit prices. 92 temporary landfills are mainly simple, unhygienic, do not meet technical and environmental standards, often face overload, high risk of pollution, and waste a lot of land area. The management and implementation of environmental sanitation in some localities is not drastic, allowing many small, spontaneous landfills to arise...

After listening to the opinions of units, enterprises and representatives of departments, branches and localities, Chairman of the City People's Committee Nguyen Van Tung stated: the current rate of waste classification at source is low, the post-classification treatment of organic waste has not been done well, only 2 units, Hai Phong Urban Environment One Member Co., Ltd. and Phu Hung Trading and Warehousing Services Joint Stock Company, have enough capacity to ensure the treatment of organic waste after classification. The Chairman of the City People's Committee requested that enterprises and units continue to pay attention to investing, renovating and upgrading means of transport to effectively collect, transport and treat waste. By 2025, rural areas will also conduct public service bidding as in urban areas.

The Chairman of the City People's Committee assigned the responsibility to the district authorities to study and supplement the land fund for the treatment of organic waste after sorting at temporary landfills in the area. The Department of Natural Resources and Environment studied and proposed to the city a plan to transfer all organic waste after sorting in the area to Hai Phong Urban Environment One Member Co., Ltd. and Phu Hung Trading and Warehousing Services Joint Stock Company for treatment.

By 2025, rural areas will also conduct public service bidding as in urban areas.

In the immediate future, from now until the end of the year, all organic waste will be transferred to Trang Cat Solid Waste Treatment Plant for treatment; the Department of Finance will coordinate with the Department of Natural Resources and Environment to study increasing waste collection fees in rural areas to improve service quality, research and innovate management methods; review and complete regulations related to the collection, transportation and treatment of domestic solid waste. At the same time, promote propaganda and raise people's awareness of dumping waste on time, in the right place, ensuring environmental sanitation./.
