Roads need more than 47,000 billion VND

Providing information on the management and maintenance of transport infrastructure at the conference on the third quarter work and the implementation of key tasks for the fourth quarter of 2024 of the Ministry of Transport this morning (October 11), Mr. Nguyen Huu Quan, Deputy Director in charge of the Department of Infrastructure, said that in 2024, out of the total maintenance capital of nearly 20,500 billion VND assigned, up to now, the disbursement value in all 5 areas has reached nearly 10,200 billion VND, reaching 50% of the plan.

“The maintenance of road and railway infrastructure has been directed by specialized Departments to be implemented from the beginning of the second quarter of 2024.

The maritime and inland waterway sectors have just begun to be implemented because this is the right time in terms of weather and hydrological conditions for contractors to be able to perform construction," Mr. Quan informed.

According to information from the Ministry of Transport, including the impact of Typhoon Yagi and other natural disasters, to date, functional units have repaired 563/567 landslide locations; all bridges have been reopened to traffic; and 15,500 steel cages have been provided to 7 localities in the Northern region.

Maritime search and rescue forces rescued and assisted 906 people with 51 vehicles.

Also according to the leader of the Department of Infrastructure, to maintain resources and efficiency in maintenance work, the Department has coordinated with specialized Departments in developing a maintenance plan for 2025.

In July 2024, the Ministry of Transport approved maintenance needs for 5 areas.

Of which, the demand for the road sector is about 47,157 billion VND; Railways is about more than 9,200 billion VND; Inland waterways is about 1,196 billion VND; Maritime sector is more than 1,700 billion VND; Aviation is 630 billion VND; Disaster prevention and search and rescue is more than 402 billion VND.

“Regarding the list of projects preparing for investment in the 2025 maintenance plan, up to now, the Ministry of Transport has approved 391 repair projects on the national highway system with a total cost of nearly VND 8,400 billion; Repairing 21 airports with a total cost of VND 458 billion,” said the leader of the Department of Information Infrastructure.

Continue to review and upgrade weak bridges

Regarding the maintenance of traffic infrastructure after storms and floods, Mr. Nguyen Huu Quan said that the complicated flood situation that has occurred many times since June 2024 has caused great damage to people's lives and property and damaged the road traffic infrastructure system.

According to initial statistics, storm No. 3 and the floods after the storm alone affected and damaged about 4,177 locations and road sections on the national highway system, of which 820 locations were blocked.

Up to now, road management agencies and units have made efforts to overcome landslides and ensure traffic. Basically, national highways have been cleared. There are 3 remaining traffic jams on national highways, including: Phu Tho 1 location (Phong Chau bridge, National Highway 32C), Nam Dinh 1 location (Ninh Cuong pontoon bridge, National Highway 37B), Quang Ninh 1 location (Km10+390/National Highway 18B) which are being urgently resolved.

“The initial estimate of the damage that needs to be repaired on the national highway from Thanh Hoa and beyond is about 3,000 billion VND (including the estimated cost of rebuilding the new Phong Chau bridge, estimated at more than 800 billion VND).

“The damage to railway infrastructure assets invested by the State is about 130 billion VND; the damage to enterprises is about 48 billion VND,” said a representative of the Department of Infrastructure, adding that, implementing the direction of the Ministry of Transport, in the coming time, the Department will coordinate to review and evaluate the current status of transport infrastructure.

“The review will focus on weak bridges on key roads and railways to have investment plans for repair, reinforcement, upgrading, renovation, and new construction to ensure requirements for prevention and response to natural disasters, storms, and floods.

The Department will also regularly review and update climate change scenarios, sea level rise, and long-term forecasts of natural disasters to have plans and solutions to effectively respond to risks caused by natural disasters, minimizing damage caused by natural disasters; review, adjust, and supplement technical standards and regulations of traffic works according to the level of natural disaster risk," Mr. Quan shared.

Providing additional information at the conference, Mr. Bui Quang Thai, Director of the Vietnam Road Administration, said that according to statistics, recent floods have greatly affected the traffic infrastructure on national highways, with estimated damage of about 2,000 billion VND.

“To ensure traffic safety on the route, the Department of Roads has mobilized the entire system, road management areas, and maintenance enterprises to focus on response work and received high appreciation from the locality for its timeliness and effectiveness,” said Mr. Thai.

According to Mr. Thai, in 2024, the Vietnam Road Administration will be allocated more than 12,000 billion VND in maintenance capital. The disbursement value to date has reached 55% of the plan.

“The disbursement progress can be accelerated, however, recently due to the impact of floods and rains, the disbursement work has encountered many difficulties. The Department has worked with and requested localities to speed up the process of repairing infrastructure, both ensuring convenience for vehicles and ensuring the disbursement progress,” the leader of the Department of Roads shared.
