On the afternoon of June 4, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the progress of the Southern Ring Road project of the city; Hai Long Industrial Park (IP) project. Accompanying him were members of the Provincial Party Committee Standing Committee, leaders of the Provincial People's Council and People's Committee; leaders of a number of departments, branches and the two districts of Vu Thu and Tien Hai.
Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the progress of the city's southern beltway.
The investment project to build the southern beltway of Thai Binh city, from the S1 bridge to the extended Chu Van An road, has a total length of over 8.3km. For Thai Binh city, the route length is 2.17km, and the site clearance work has been completed and handed over to the contractor. For Vu Thu district, the route length is 6.2km, and 6km has been cleared. The district is actively implementing measures to remove obstacles related to some agricultural and residential land areas of the communes: Tu Tan, Hoa Binh, Song An (Vu Thu) as well as speeding up the progress of resettlement areas and expanded cemeteries. The construction unit has also completed 7.5km of sand layer; completed construction of over 6.5km of crushed stone layer; and completed the main structure of Kien Giang bridge and Ngang bridge. Construction output is estimated at 430/776 billion VND (about 55.4%).
The Hai Long Industrial Park project is being implemented in the communes of Dong Tra, Dong Long, Dong Xuyen (Tien Hai), with an investment capital of over VND 2,200 billion. Up to now, the project has completed phase 1 of site clearance with an area of over 34 hectares. Phase 2 requires site clearance of about 100 hectares; the process of extracting, measuring, and planning for asset inventory has been basically completed; the land use plan is being approved to complete the dossier and pay the site clearance support fund as well as plan for resettlement land allocation.
Provincial leaders inspected the project of the southern beltway of the city, the section passing through Thai Binh city.
At the inspection, the provincial leaders acknowledged the efforts of the project investors, local authorities, and contractors in implementing the projects. At the same time, they emphasized that these are key projects of the province. When completed and put into use, they will promote investment attraction in the province, thereby promoting the socio-economic development of the province.
Regarding the land acquisition problems at the Southern Ring Road project, Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, suggested that Vu Thu district should focus more on land acquisition and clearance to completely resolve the project's land acquisition problems before August 1. The district needs to fully implement the land acquisition and clearance procedures for the projects, step up propaganda and mobilization work, create consensus among the people to promptly hand over the land to the construction unit; as well as create the most favorable conditions for the people to soon stabilize their housing after the land acquisition and clearance. The construction unit needs to focus on human resources, machinery and equipment, speed up the construction progress, ensure the technical and aesthetic requirements of the project as well as labor safety and environmental sanitation during the construction process, and strive to complete the project in the first quarter of 2025.

Regarding the Hai Long Industrial Park project, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested Tien Hai district, infrastructure investors and relevant parties to focus on site clearance work, and to complete the second phase of the project by July 2024 at the latest. At the same time, focus on completing procedures on fire prevention, fire fighting, environmental protection, especially implementing the construction of a wastewater treatment area; at the same time, urgently renovate and complete the connecting traffic axes in the Industrial Park. Thai Binh Electricity Company has an immediate solution to provide electricity for the Industrial Park, and in the long term, a 110kV transformer station must be built to provide stable electricity for activities in the Industrial Park.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee noted that attracting investment into the Industrial Park should focus on attracting quality, reputable and potential investors; projects with production and business lines consistent with the province's investment attraction orientation, prioritizing the application of high technology, being environmentally friendly, making great contributions to the state budget, creating many job opportunities for local workers; quickly filling up phase 1 of the project, striving for secondary investment capital in the Industrial Park this year to reach 200 million USD.
Vu Thu district is making efforts to remove obstacles in land area in Song An commune. 
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also received and answered a number of recommendations and proposals from the industrial park infrastructure investors and requested departments, branches and localities to coordinate with the industrial park infrastructure investors to focus on removing difficulties and obstacles to create the most favorable conditions for Hai Long Industrial Park to soon come into effective operation.
