On September 6, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council inspected the response to storm No. 3 in Yen Khanh and Kim Son districts.
The delegation included comrades Tran Song Tung, member of the Provincial Party Committee Standing Committee, Vice Chairman of the Provincial People's Committee; Nguyen Hoang Ha, member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; and leaders of relevant departments, branches, sectors and localities.
The Standing Deputy Secretary of the Provincial Party Committee and the working delegation inspected the Kem Pumping Station (Khanh Phu Industrial Park). The delegation listened to the report from the leaders of the Provincial Industrial Park Management Board on the operation of the pumping stations in the industrial park and the drainage plan of Khanh Phu Industrial Park. Accordingly, Khanh Phu Industrial Park has 39 projects that have been built and put into operation. In recent years, with the attention and investment of the State, the drainage system of the industrial park has been basically completed. When there is heavy rain, water will be collected into the internal canal system of the factories, then flow into the regulating canal system around the industrial park and be drained through the Kem, Cai, Chanh sewer systems to the Day and Vac rivers. The Provincial Industrial Park Management Board has also coordinated with relevant units to develop a plan to be ready to operate the drainage sluices for Khanh Phu Industrial Park.
In Kim Son district, the delegation inspected a number of key points and listened to reports on the "4 on-site" work, evacuation work, and calling on ships to take shelter and anchor in safe places.
Accordingly, the delegation inspected the landslide at the right dike of the Day River, through the Hung Tien and Nhu Hoa communes. The cause of the landslide was due to previous heavy rains that weakened the dike. When implementing drainage to prevent flooding for the newly planted Summer-Autumn rice area, the rapid drainage caused the landslide on the Huu Day dike slope on the field side. Currently, the sectors and Kim Son district have reinforced the dike foot and spread canvas on the field side to prevent erosion. Hung Tien and Nhu Hoa communes have proactively implemented the "4 on-site" motto, preparing materials, means, and forces to implement the key protection plan; the irrigation and irrigation forces, and the dike management unit were assigned to provide technical support and direct measures to handle key points when incidents occur. The communes also organized 2 patrol teams, each team of 2 people, to regularly check and monitor the developments of the Huu Day dike incident and mobilize the commune's forces to handle the incident, with a number of over 80 people.
Next, the Delegation inspected the construction of the project to handle landslides on the left bank of the Vac River from K19+300-K22+000 and the project to handle the right bank of the Day River from K70+198-K70+518, Kim Son district. The project is implementing the construction of pile driving to reinforce the foot of the Vac River left bank to prevent landslides ; the completed volume has reached about 40%. To prevent and combat storm No. 3, the investor has directed the contractor to implement plans to ensure that the camp is firmly secured and to gather construction machinery to a safe location.
The Standing Deputy Secretary of the Provincial Party Committee and the Working Group inspected and directed the treatment plan at the subsidence and cracking point of the Binh Minh III sea dike (section from K12+484 / K12+571; K12+666 / K13+062), Kim Hai commune. Currently, there are cracks along the concrete surface, with a crack width of 5-8 cm. The sectors and localities have proposed the immediate treatment plan of grouting. In the long term, it is necessary to conduct an assessment of the current situation to establish a repair and maintenance project to ensure the safety of the project in the next storm season.
Kim Son District also reported to the Inspection Team on the "4 on-site" preparations, the evacuation plan and the call for boats to enter safe shelters. Accordingly, the district has organized a sea ban, temporarily suspended the operation of ferry piers and deployed the evacuation of areas outside the Binh Minh II sea dike (including workers farming oysters on the Day River) to safe shelters. As of 6:00 p.m. on September 5, 2024, all 119 vehicles and 267 crew members had been called to safe storm shelters; all 347 workers in 218 huts in the area from the Binh Minh III sea dike to Con Noi; 4 workers were anchoring 42 rafts, 2 wooden boats from opposite sluice C2 of the Binh Minh IV sea dike to the beginning of Lach Nghen had entered safe storm shelters.
Kim Dong, Kim Trung, and Kim Hai communes have set up propaganda teams to mobilize people to evacuate into Binh Minh II sea dike, and set up checkpoints to prevent people from going outside Binh Minh II sea dike from 7:30 a.m. on September 6, 2024 until the storm dissipates.
Kim Son Border Guard Station has organized the firing of storm warning flares. Organized 5 teams of 15 soldiers to carry out propaganda, aiming to limit people from going to coastal areas and river mouths. District police coordinated with armed forces to deploy security and order in the evacuation area so that people can confidently comply with the evacuation.
Through on-site inspection and listening to reports from sectors and localities, Deputy Secretary of the Provincial Party Committee Mai Van Tuat highly appreciated the proactive implementation of plans to prevent and combat storm No. 3 of localities. At key points, it was noted that forces were ready for rescue, supplies and equipment were carefully prepared, with backup plans to avoid sudden and unexpected situations.
The Standing Deputy Secretary of the Provincial Party Committee emphasized that storm No. 3 is approaching the shore and is forecast to have a very large impact and very strong storm intensity. However, because Ninh Binh province as well as the North have not had a big storm for a long time, the people's preparedness is not high. Therefore, he requested all levels, sectors, especially local authorities and coordinated forces to closely follow information about storm No. 3 to deploy the most effective storm prevention and control plans, ensuring that they are suitable to the actual situation.
Strengthen propaganda on radio stations at all levels so that people are properly aware of the danger level of storm No. 3. Every household and every person must be aware of storm prevention, proactively organize their lives, and ensure the lives and property of their families and communities.
Localities must strictly implement the 4-on-site plan: on-site command, on-site forces, on-site means and materials, on-site logistics. Ensure forces and materials to handle urgent situations that may arise. During the entire period of storm prevention and control, it is recommended that forces ensure smooth communication; have proactive plans, avoid being passive or surprised, and minimize damage to people and property of the People and the State. For vulnerable points, it is necessary to immediately deploy urgent handling plans and ensure forces are on duty 24/7 to be proactive when bad situations occur.

Accompanying him were Comrade Dinh Cong Thanh, Member of the Provincial Party Committee Standing Committee, Commander of the Provincial Military Command; and leaders of relevant departments, branches, and localities.
In Nho Quan district, the delegation inspected important dams and reservoirs, including Thuong Xung Lake and Yen Quang Lake 4, which are under renovation and construction. Here, to respond to storm No. 3, the investor, supervisory consultant, and contractor coordinated with local authorities to develop plans to ensure safety for the project, gather machinery and equipment to a safe place, reinforce camps, and have plans to ensure the safety of property and lives for more than 10 households still living in Thuong Xung Lake.
In a quick report at the inspection, the leader of Nho Quan district said: The whole district has 42.6 km of river dykes, 61.5 km of embankments, 78 pumping stations, 38 large and small lakes with a water reserve of over 20 million m3. Regarding agricultural production, the district currently has nearly 5,000 hectares of rice and vegetables that have not been harvested, of which the low-lying rice area at high risk of flooding is over 500 hectares. The district has organized inspections, reviews and implemented in practice dike protection plans; plans to protect key vulnerable areas, especially locations where incidents have occurred but have not been handled or remedied; works under construction... according to the "four on-site" motto to be proactive and ready to respond to storm No. 3.
After listening to the report, Mr. Tong Quang Thin, Standing Vice Chairman of the Provincial People's Committee, highly appreciated the district's proactive response to storm No. 3. At the same time, he requested the locality to regularly monitor and update the situation of storms, floods, and promptly inform authorities and people at all levels, especially in remote areas, to proactively take preventive measures. In particular, it is necessary to pay special attention to ensuring the safety of dams; review and have plans to evacuate people from low-lying areas and areas at risk of landslides.
Inspecting Kinh Chuc embankment, Gia Phu commune; Lac Khoi spillway, Gia Lac commune in Gia Vien district; listening to reports from functional units on flood prevention work, the Standing Vice Chairman of the Provincial People's Committee emphasized: this is a strong storm with complicated developments, expected to cause heavy rain over a large area, so it is necessary to proactively plan spillway operations, especially in the situation where on Hoang Long river, floods appear at De wharf exceeding +5.3m, ensuring maximum safety for works, property and people's lives.
Also in Gia Vien district, the delegation inspected the drainage plan for Gian Khau Industrial Park. Currently, the Industrial Park drains water to key works including Gia Tran Pumping Station, Cung Soi Pumping Station, Gia Tan Pumping Station with a total capacity of nearly 77,000 m3/h. To cope with storm No. 3, the Irrigation Works Exploitation Company Limited, the Provincial Industrial Park Management Board and local authorities have closely coordinated to ensure the effective operation of the pumping stations, meeting the drainage requirements of the entire area.
Here, the Standing Vice Chairman of the Provincial People's Committee requested relevant units to continue to coordinate well; proactively prepare backup plans for power sources to serve the smooth operation of pumping stations, promptly drain water, and ensure safety for production activities of enterprises.
In Hoa Lu district, the delegation inspected the key protection plan for Au Chanh, built in 1957, located on Truong Yen dike. Due to the long construction period, the project has now degraded, the foundations on both sides of the sluice gate have subsided, and when the flood is high, it can cause leakage and seepage. To cope with storms and floods, the functional forces and local authorities have proactively implemented the "4 on-site" plan, fully preparing human resources and materials to be ready to completely cover the sluice gate, ensuring safety when the water level of Hoang Long river rises.
Next, the delegation inspected the safety work at Trang An boat station tourist site. Faced with the unpredictable impact of storm No. 3, the Standing Vice Chairman of the Provincial People's Committee requested the Department of Tourism to strengthen inspection and guidance, investors, management boards of tourist areas and sites, and travel agencies to take measures to warn and inform tourists about the storm situation. Temporarily suspend programs and tourist routes through caves, river and lake areas; proactively prevent accidents and bad situations that may occur.

Accompanying him were leaders of a number of provincial departments, branches and sectors; members of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue; and leaders of localities where the delegation worked.
In Ninh Binh city, the delegation inspected the safety assurance work and drainage plan of the project under construction under the Cha La Bridge Investment and Construction Project. The project starts at the intersection with Van Giang Street and ends at the intersection with Le Dai Hanh Street. Up to now, the construction unit is completing the bridge piers and piers; estimated to have reached over 70% of the construction volume.
Speaking at the meeting, comrade Dinh Van Tien, member of the Provincial Party Standing Committee, Secretary of the Ninh Binh City Party Committee, said that in the face of the complicated situation and developments of storm Yagi, the Ninh Binh City People's Committee held a conference and promptly issued documents guiding, directing, and responding to storm No. 3.
Regarding the drainage of construction works under construction, including the Cha La Bridge Construction Investment Project, the City People's Committee has requested construction units and contractors to temporarily suspend construction activities, proactively deploy measures to protect the works, clear the flow, and avoid affecting drainage activities in the area. By the morning of September 6, the construction unit had temporarily suspended operations, moved machinery and vehicles to high positions, and arranged for regular staff to be on duty.
To ensure safety for people and timely drainage in the city, Vice Chairman of the Provincial People's Committee Nguyen Cao Son requested the City People's Committee and the construction unit to mobilize machinery to urgently clear the flow, ensuring timely drainage.
In Yen Mo district, the Vice Chairman of the Provincial People's Committee inspected the plan to ensure the safety of the right dike of Vac river, from Sau Thon sluice to Cu Linh sluice in Yen Nhan commune, about 1.5 km long. The current dike surface is small, rough, making it difficult to travel, and in some places the flow is close to the foot of the dike, causing erosion.
After the inspection, he requested the district and commune to urgently mobilize human and material resources to reinforce some key points, and at the same time prepare plans for means and human resources to proactively respond when storms occur. To respond to storm No. 3, Yen Mo district needs to assign specific tasks to each member of the Steering Committee for Disaster Prevention and Control, and prepare sufficient supplies according to the "4 on-site" motto.
In Tam Diep city, the delegation inspected the Ben Dang river dike section bordering Son Ha commune, Nho Quan district to culvert 2/9, Yen Son commune, with a length of 1.5 km; the dike surface has many sunken and concave locations; the dike roof has many sunken and eroded locations, with a risk of losing the safety of the route when there is a big flood. Inspected the dike area surrounding Quang Hien underpass, the section through residential group 12, Tan Binh ward, with a length of about 80m. The dike section is weak, when there is heavy rain, the Ben Dang river flood is high, overflowing the dike surface into the fields, with a risk of flooding about 100 hectares of aquaculture and causing flooding for 40 households here.
Faced with the complicated developments of storm Yagi, the People's Committee of Tam Diep city has proactively developed an emergency response plan for storm No. 3. Accordingly, the city directed Yen Binh, Tan Binh wards and Yen Son commune to prepare forces, means and materials according to the "4 on-site" motto, not to be passive or surprised, to ensure absolute safety of people and property, to regularly monitor and update the situation of storms, floods and rains, and provide timely information so that people can proactively take preventive measures.
Regarding the traffic diversion plan in case of localized flooding on National Highway 1A, the City People's Committee has assigned the City Police to develop a separate plan and arrange forces to guide vehicles traveling by car through the North-South Expressway. For vehicles traveling by motorbike and scooter, they should travel along inner-city routes.
Comrade Nguyen Cao Son, Vice Chairman of the Provincial People's Committee, acknowledged and highly appreciated the preparation of response plans for storm No. 3 of Tam Diep city. He requested that members of the City's Steering Committee for Disaster Prevention and Control and Search and Rescue be assigned to each locality, be responsible for regular inspection and supervision, and when there is an urgent storm, be present at the assigned locality to direct, organize, and guide people in flood and storm prevention. Direct the City's Irrigation Works Operation Branch to be on duty 24/7 to be ready to operate pumps to drain floodwaters for seasonal rice and aquatic products; prepare materials, forces, and vehicles to be ready to protect key dykes. Implement traffic diversion plans when flooding occurs, ensuring smooth traffic, especially on National Highway 1A.
