To proactively prevent storm No. 2, up to now, Quang Yen Town has coordinated with the Department of Fisheries to send notices and call on 2,351 fishing vessels and boats to take safe shelter at ports inside and outside the province.

Currently, Quang Yen town has 6,000 hectares of aquaculture area; of which, brackish water aquaculture is nearly 5,500 hectares with 219 aquaculture ponds outside the dike and more than 800 aquaculture rafts on the river. Through screening, Quang Yen Town has nearly 700 workers regularly present in lagoons and aquaculture rafts. Up to this point, the locality has organized groups to go to production sites to call for and bring people ashore. In addition, from the night of July 21 until now, Yen Lap Irrigation Company Limited has coordinated with related communes and wards to organize the drainage of buffer water to minimize flooding in low-lying areas. At the same time, the locality has also prepared supplies and reserve equipment for disaster prevention and search and rescue work.

In Mong Cai city, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee inspected the work of preventing and fighting storm No. 2 at Mui Ngoc port, Binh Ngoc ward and Trang Vinh lake, Hai Tien commune.

Implementing the prevention and control of storm No. 2 with the motto "3 before, 4 on-site", Mong Cai city has directed communes, wards and functional forces to inform and call on over 1,200 ships, rafts, and vessels operating on rivers, coastal areas and ships from other provinces and cities operating in Mong Cai waters to safe shelters. Propagating and supporting people to reinforce houses, reinforce cages and rafts for aquaculture at sea, and checking the number of people present on aquaculture rafts to be ready to evacuate when required.

Actively inspect and arrange forces to manage operations, prepare plans to ensure the safety of reservoirs in case of heavy rain, and closely monitor the water flow on the Ka Long River.

In Hai Ha district, Mr. Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee inspected the work of preventing and fighting storm No. 2 at the storm shelter on Duong Hoa street.

To implement the work of preventing and combating storm No. 2, Hai Ha district has directed units and localities to immediately inspect and review areas at high risk of flash floods, landslides and areas that are frequently flooded and isolated to inform and warn people. Implement information and call on boats to return to safe storm shelters, propagate to people to tie up and reinforce houses and aquaculture cages.

Comrade Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee, requested Mong Cai city, Hai Ha district and localities to closely monitor the developments of storm No. 2, not to be subjective or negligent, especially the rain circulation after the storm. Organize 24-hour on-duty in areas prone to natural disasters; note that forces assigned to guard against storms in localities must strictly implement the motto "3 before, 4 on-site". Step up propaganda, call on ships and boats to take safe shelters; increase shock troops in each hamlet; support people to proactively prepare storm prevention plans both onshore and at sea, ensuring absolute safety for people and property. Localities need to have detailed scenarios in proactive response, propaganda for people to tie up and reinforce houses and evacuate from dangerous areas with high risk of landslides. Along with the task of storm prevention, the Standing Vice Chairman of the Provincial People's Committee also requested localities to arrange work and human resources appropriately, ensuring effective and synchronous implementation of political tasks of the locality, the province, and the country, especially related to the National Funeral and the work of gratitude and repayment on the occasion of the 77th anniversary of War Invalids and Martyrs Day (July 27).
