In 2025, Quang Ninh province will take the working theme as "Breakthrough in economic development, creating momentum for the new term". In the context of having just experienced heavy damage caused by storm No. 3 Yagi, the agricultural sector of Quang Ninh has determined to be highly determined, ready to face and overcome difficulties as well as welcome and promote new development opportunities. Reporters from the Quang Ninh Provincial Media Center interviewed Mr. Nguyen Minh Son, Director of the Department of Agriculture and Rural Development about this content.
- For Quang Ninh, in your opinion, what is the basis and foundation for the province's agricultural sector to be ready to "join the game", achieve and exceed the specific targets set by the sector?
+ As known, in 2024, due to severe damage caused by storm No. 3 (Yagi), although the agricultural, forestry and fishery production targets did not reach the planned targets set at the beginning of the year, they were completed higher than the adjusted growth scenario target. The GRDP growth of agriculture, forestry and fishery for the whole year reached 0.08%, an increase of 0.04% compared to the adjusted growth scenario target. Specifically, the cultivation sector achieved an annual crop planting area of 62,922 hectares; grain output reached 212,055 tons. In the livestock sector, the buffalo herd was 24,046 heads, the cow herd was 24,284 heads, the pig herd was 269,875 heads, the poultry herd was 5,693 thousand heads; the output of fresh meat for slaughter reached 102,987 tons. In the forestry sector, the area of concentrated forest plantation reached 15,272.3 hectares, the output of exploited forest timber reached 1,152,291m3. In the aquaculture sector, the total output of aquatic products is estimated at 166,044 tons.
The agricultural economy has developed in a sustainable, effective direction, with large-scale commodity production and increased application of high technology. This is reflected in the fact that Quang Ninh has many concentrated production areas, starting to form and maintain organic farming areas and coded farming areas. During the year, more and more agricultural farming models appeared in greenhouses and membrane houses, applying insect monitoring systems and water-saving irrigation. The rate of mechanization in farming reached over 80%. In 2024, the High-tech Pig Farm project in Quang Son commune, Hai Ha district (Greentech Company) imported 562 pigs and is in the process of importing 1,661 pigs (1,650 sows and 11 boars), with a total import of 2,223 pigs. Along with that, the whole province has newly established 162 agricultural cooperatives, bringing the total number of agricultural cooperatives in the province to 710.
Particularly, the aquaculture sector develops in a sustainable direction, focusing on marine aquaculture. The whole province has an inland aquaculture area of about 32,092 hectares, and a marine aquaculture area of about 10,200 hectares. The number of aquaculture facilities reached 11,252. In early April 20024, Quang Ninh successfully organized a marine aquaculture conference, attracting 74 organizations and individuals to research and invest in marine aquaculture (30 enterprises and 44 cooperatives) with proposals for marine aquaculture projects. Along with that, in 2024, the forestry sector will develop sustainably, paying attention to protecting, managing, and using forests sustainably, improving the economic efficiency of forests, especially the work of building new rural areas will achieve high results, maintaining the achievements of building new rural areas and closely linking with the urbanization process, contributing to improving the quality of people's lives, narrowing regional differences. Currently, the whole province has 91/91 communes meeting the new rural standards, 54/91 communes meeting the advanced new rural standards, 25/91 communes meeting the model new rural standards; 13/13 district-level units meeting the standards/completing the task of building new rural areas, 5/7 districts meeting the criteria and indicators of districts meeting the advanced new rural standards, in which Dam Ha and Tien Yen districts are the first two districts in the country to be recognized by the Prime Minister as advanced new rural districts.
- Could you tell us about the direction, tasks and solutions for agricultural development in 2025?
+ 2025 is a year of special importance, the final year of the term and the 5-year plan 2021-2025; the year of many important anniversaries of the Party, the country, and the nation; the year of holding party congresses at all levels, the 16th Provincial Party Congress towards the 14th National Congress of the Party, entering a new era, the era of the nation's rise. This is also the year we forecast that the world and regional situation, non-traditional security issues such as epidemics, natural disasters, climate change, etc. will continue to face many difficulties, challenges and unpredictable developments.
The Department of Agriculture and Rural Development is implementing its tasks while focusing on drastic and synchronous implementation of solutions to quickly recover and regain growth momentum after the consequences of storm No. 3 (Yagi); Closely follow the reality and forecast the situation in 2025, implement Resolution No. 31-NQ/TU dated December 2, 2024 of the Provincial Party Committee and Resolution No. 237/NQ-HDND dated December 6, 2024 of the Provincial People's Council on the direction and tasks in 2025 and the working theme of the year is: "Breakthrough in economic development, creating momentum for the new term" as well as implement Decision No. 3568/QD-UBND dated December 9, 2024 of the Provincial People's Committee on assigning targets for the 2025 Socio-economic Development Plan. The general goal of the Quang Ninh agricultural sector in 2025 is: Promote restructuring, quickly restore production, improve agricultural economic efficiency after storm No. 3; develop ecological agriculture, modern countryside, civilized farmers. The whole sector effectively implemented 3 national target programs in conjunction with Resolution No. 06-NQ/TU dated July 15, 2021 of the Provincial Party Committee, focusing on consolidating and maintaining the achievements of new rural construction, implementing the construction of advanced new rural areas and model new rural areas throughout the province. Specialized units of the agricultural sector restructured, supplied plant and animal varieties of guaranteed origin and quality, developed sustainable and effective agriculture, large-scale commodity production, strengthened chain linkages, increased added value and economic efficiency of OCOP products; developed high-tech agricultural zones in Dong Trieu, Dam Ha, and Tien Yen. The agricultural sector also continued to effectively implement Directive No. 13-CT/TU dated August 10, 2021 of the Provincial Party Committee Standing Committee in conjunction with combating IUU fishing in the province; urgently assigned marine farming areas according to the planning to ensure publicity and transparency; Focus on forest restoration after storm No. 3 on the basis of reviewing and adjusting the planning of 3 types of forests to suit practical conditions; focus on planting large timber forests (lim, giổi, lát, cinnamon...) and some suitable trees (bamboo, fruit trees, medicinal plants)... in the spirit of Resolution No. 19-NQ/TU dated November 28, 2019 of the Provincial Party Committee; increase the area of forests with forest certification; promote economic development under the forest canopy associated with ecotourism.
In particular, in 2025, Quang Ninh's agricultural sector will use many ways to attract and improve the efficiency of the deep processing of forestry and aquatic products, taking this as a breakthrough solution to accelerate the value of the sector. The specific targets for each product sector will be: Striving for the GRDP growth rate of the whole sector to reach 3%. The total annual crop planting area is about 62,221 hectares, the output of grain crops is 215,860 tons; the total herd of livestock and poultry is 5,852,500 heads; the output of fresh meat of all kinds is 103,000 tons; the concentrated forest planting area is 31,847 hectares, of which the protective forest planting area is 2,724 hectares, the production forest planting area is 29,123 hectares; the output of timber exploitation from planted forests is 1,058,660m3, the forest coverage rate is over 42%, improving forest quality; Total aquatic product output is 175,000 tons, of which aquatic product exploitation output is 77,000 tons; aquaculture output is 98,000 tons.
