Forming many concentrated production areas with high economic efficiency

In recent years, Hanoi has invested heavily in developing three key crops (rice, grapefruit, banana) by implementing many mechanisms and policies. Thanks to that, the whole city now has 153,000 hectares of rice, 7,800 hectares of grapefruit, and 3,600 hectares of banana.

Director of Hanoi Agricultural Development Center Hoang Thi Hoa said: with the goal of developing concentrated, quality, and safe commodity production areas, up to now, the city has had 226 rice areas, 144 grapefruit areas, 72 concentrated banana areas, applying mechanization to reduce costs, improve economic efficiency, and form linkage chains.

Specifically, the economic efficiency of Japonica rice and high-quality rice production has contributed to an increase of 96.4 - 144.6 million VND compared to normal rice production. Since then, it has spread from 190 regions (in 2019) to 225 regions (in 2023) with the structure of high-quality rice varieties from 55.3% to 72.8%, building 4 linkage chains, 3 collective rice brands, connecting 6 businesses to consumption.

In addition, the city currently has 114 concentrated grapefruit production areas with an area of over 7,800 hectares, an increase of 14.8% compared to 2020; the production value in 2024 will reach nearly 2,300 billion VND, an increase of 402 billion VND compared to 2020. Applying production processes according to organic standards, GlobalGAP, VietGAP to 12% of the area. The city also provides 3 growing area codes using the OTAS system/standards to serve domestic consumption and export with a scale of 36 hectares; forming and developing 5 effective production-to-consumption chains, building 2 brands, and maintaining 5 collective brands.

For banana trees, the planting area in 2024 is 3,950 hectares, an increase of 655 hectares compared to 2020, the yield is 30 tons/ha, an increase of 4.1 tons/ha compared to 2020, the total product value increases by 24.8 - 28.9 million VND.

Notably, the specialized units of the Department of Agriculture and Rural Development have connected 2 enterprises to sign consumption contracts for production points participating in export standards, including U&I Agricultural Joint Stock Company (Unifarm) and Vi Ba Banana Company with an average consumption output of 50 tons/month. On that basis, 4 chains and 4 production facilities have been built in association with product consumption, 3 collective banana brands have been maintained, and 3 OTAS area codes have been granted to serve banana export to the Chinese and European markets.

Invest in improving product quality to meet export standards

According to the assessment report of the Hanoi Department of Agriculture and Rural Development, the development of key crop production also has certain limitations. Specifically, due to household production and small areas, growers face many difficulties in arranging seed structures and investing in infrastructure. This is one of the reasons leading to difficulty or inability to synchronously apply technical measures and mechanization, indirectly reducing productivity, product quality and increasing costs.

Meanwhile, the level of intensive farming of most households is still limited, mainly following old customs and experiences. The work of connecting businesses to consume products in some localities has not received much attention, the combination between stages in the production and consumption chain is still loose.

It is worth mentioning that trade promotion and market development have received little attention and have only been introduced through agricultural trade promotion conferences in Hanoi without having the opportunity to be introduced abroad.

To overcome these limitations, Hanoi sets a specific goal by 2025 of having quality rice varieties covering over 80% of the area, maintaining and developing 200 areas producing Japonica rice and high-quality commercial rice in a safe, VietGAP, and organic manner that meets export standards with a scale of 11,000 hectares, increasing value by 15-17 million VND/ha/year. Forming and developing 3-5 areas producing herbal rice for functional foods; promoting post-harvest technology; forming 3-5 domestic and export linkage chains.

Along with that, maintain 7,800 - 8,000 hectares of grapefruit, output over 120,000 tons with linkage rate reaching 20 - 30%; strive for 100% of production area to be safe, increase the rate of applying VietGAP, GlobalGAP, organic; build 2 - 3 grapefruit production facilities associated with product consumption.

The city also newly planted and maintained banana growing area of 3,200 - 3,900 hectares, applied VietGAP standard production process, applied water-saving irrigation system to improve productivity and quality, meet domestic consumption demand and meet export standards; built 2 - 4 production facilities associated with consumption.

In 2025, the capital's agricultural sector will focus on intensive investment in high quality, shaping towards organic farming, creating multi-value agricultural models, bringing the highest efficiency to people and businesses.
