Schools will stop considering high school transcripts for admission from 2025, giving reasons

Many university representatives said they would consider recruiting students based on their academic results from next year's enrollment season.


Next year, Ho Chi Minh City University of Education plans to stop considering high school transcripts for admission, even though this is a method with very high admission scores for many years. Thus, the school's admission methods and quota ratios include: 10% direct admission; 10-20% priority admission and admission for specialized students; 40-50% consideration of specialized competency assessment test scores; 20-40% consideration of high school graduation exam scores.

In previous years, high school transcript scores were used by this school to independently consider admission to the school (10% of the target) or in combination with the ability assessment test scores (30-40% of the target).

Mr. Nguyen Ngoc Trung, Vice Principal of Ho Chi Minh City University of Education, said: "With the new program, each student will choose and have a transcript score in different combinations, so this method of admission is no longer suitable. In 2025, in the orientation of using specialized competency assessment exams to become the main method, the school will organize this exam as an independent exam."

This is done with the common view of ensuring fairness, transparency, creating favorable conditions for candidates and ensuring improved input quality, meeting the requirements of the modern labor market.

From 2025, Ho Chi Minh City National University also determined to reduce to 3 university admission methods, including: direct admission, admission based on the results of the capacity assessment exam organized by the school, admission based on high school exam results.

With this decision, schools under Ho Chi Minh City National University are moving towards eliminating the priority admission method based on student transcripts at more than 100 high schools nationwide (according to the annually updated list) to ensure fairness and help candidates avoid confusion.

Similarly, Hanoi University of Science and Technology maintains 3 stable admission methods: talent selection, thinking assessment test results and high school graduation exam results, not separate admission based on academic records.

In 2025, the National Economics University will maintain 3 stable admission methods compared to 2024, including: direct admission (2%); combined admission (83%) and admission based on high school graduation exam results in 2025 (15%, down 3% compared to 2024).

Hanoi Medical University and Ho Chi Minh City Law University also do not consider admission based on academic records because of concerns about unfairness for candidates (because the exam standards and scoring in each high school are different).

Ho Chi Minh City University of Industry and Trade has decided to reduce the admission quota based on high school transcripts from 30% to 15% of the total quota. After that, according to the process, the school will completely eliminate this method.

Mr. Pham Thai Son, Admissions Director, Ho Chi Minh City University of Industry and Trade, said that many public universities do not consider transcripts because the transcript scores between high schools have significant differences, leading to difficulties in accurately assessing candidates' abilities. Using transcripts as admission criteria can cause unfairness among candidates.

On the other hand, schools want to minimize cheating and score enhancement. “Many universities believe that using transcripts in admissions can lead to cheating or score enhancement, affecting the transparency of admissions,” said Mr. Son.

This person also commented that admission based on academic records makes students subjective, negligent in studying and reviewing for high school graduation exams, affecting quality. Therefore, many universities have switched to other admission methods such as using high school graduation exam results, competency assessment exams, thinking assessment or combining many criteria to ensure quality in admission.

Ho Chi Minh City University of Technology plans to abandon the 3-semester transcript selection method and keep the 12th grade transcript selection method based on a combination of 3 subjects. According to the school representative, the reason for the adjustment is to ensure compliance with the regulations in the draft Circular amending and supplementing a number of articles of the university admission regulations that the Ministry of Education and Training has just announced.

Specifically, this draft stipulates that when considering admission based on high school transcripts, there must be the results of the second semester of grade 12 so that schools can fully evaluate the learning and training results of students in high school, while at the same time encouraging them to focus on completing and achieving the best results in their final year of school.
