Users intentionally register multiple SIM cards to sell and do not change the name when transferring usage rights, which are the reasons why the situation of junk SIM cards has not been completely resolved.
This information was stated by the Government in a report recently sent to the National Assembly on the implementation of the resolution on thematic supervision and questioning related to the field of information and communication.
The government said that during the process of checking mobile subscribers, network operators discovered cases of intentionally registering multiple SIM cards for sale and some users did not change their names when transferring SIM usage rights. This is the reason why the situation of junk SIM cards has not been completely resolved. Since then, many bad guys have taken advantage of junk SIM cards to commit illegal acts, causing outrage in society.
In addition to spam messages on traditional telecommunications networks, spam messages appear via the Internet and OTT (Viber, Messenger, Zalo...). In reality, there are also subjects using high-tech devices to impersonate mobile base stations to spread spam messages, leading to difficulties in prevention and suppression.
From April to June, the Information and Communications sector conducted a wide-scale inspection of subscriber information management to deal with the situation of one subscriber having multiple SIM cards and subjects intentionally registering 10, 100 or 1,000 SIM cards.

Mobile operators have cross-checked more than 125 million mobile subscribers with the national population database. Of these, more than 108 million subscribers (over 86.5%) have matching information. Nearly 17 million subscribers with inconsistent information are being standardized by the network operators.
By the end of August, about 7.2 million of the above subscribers had standardized their information. However, nearly 3.2 million subscribers were locked in one direction, and more than 4.8 million subscribers were locked in two directions due to incomplete information. The network operator revoked more than 1.8 million subscribers. In October, the number of subscribers locked in one direction will be locked in two directions if customers do not go to the network operator's transaction points to standardize their information.
Faced with the widespread situation of spam calls and SIM cards, the Ministry of Information and Communications recommends that people go to mobile network stores to standardize and correct subscriber information. This is one of the measures to deal with spam and unregistered SIM cards.
Three mobile network operators, which account for 96% of the mobile market share, including Viettel, VNPT and MobiFone, use technology to cross-check and authenticate online new subscriber information with the national population database. The remaining network operators cross-check and authenticate monthly.
In case the network operator violates the subscriber management such as providing services to new subscribers with incomplete information; selling SIM cards with updated information and pre-activated information to the market... it will be proposed to suspend the development of new subscribers.
The government said it will apply technical and legal measures to deal with the situation of junk SIMs and junk calls . Specifically, regulations on subscriber information management will be tightened, clearly defining the responsibilities of subscribers who register to own more than 3 SIMs, or when transferring SIMs to others for use.
Telecommunication enterprises will be required to apply technology (video call, ekyc,...) in the process of registering and developing new SIM cards. Stricter regulations on the responsibility of subscribers when transferring their subscription to others.
In addition, the Ministry of Information and Communications will increase monitoring of spam calls through the support system for receiving reports of spam messages and spam calls (numbers 5656, 156 and website thongbaorac.ais.gov.vn). This agency will also coordinate with the competent authorities of the Ministry of Public Security to handle messages and calls that show signs of violating the law.
