Ministry of Finance proposes 2 options to exempt and reduce registration fees for electric cars

The Ministry of Finance is seeking opinions from relevant ministries and branches on a draft dispatch to the Prime Minister on plans to exempt and reduce registration fees for electric cars to promote green transformation.

Recently, Vinfast Manufacturing and Trading Joint Stock Company has submitted a proposal to the Government to continue exempting registration fees for electric cars for 3 more years from March 1, 2025 to February 28, 2028 and reducing 50% for the next 3 years from March 1, 2028 to February 28, 2031.

Implementing the Prime Minister's direction on this proposal, the Ministry of Finance proposed 2 options. Specifically, option 1 is to continue to reduce the registration fee by 50% for battery-powered electric cars according to the provisions of Decree 10/2022/ND-CP dated January 15, 2022 on registration fees. The Ministry of Finance has had quite clear directions for registration fees for electric cars.

Regulations on preferential registration fees for 5 years, including exemption for the first 3 years (from March 1, 2022 to February 28, 2025), 50% reduction for the next 2 years (from March 1, 2025 to February 28, 2027) for battery-powered electric cars specified in Decree 10 (after assessing the impact of the registration fee exemption and reduction policy; referring to international experience on registration fees, as well as through many meetings to discuss and reach agreement between Government leaders and relevant ministries and branches).

The Ministry of Finance said that implementing this plan ensures policy stability and does not affect state budget revenue, especially local budgets.

Option 2, to further encourage green vehicles according to the direction of Deputy Prime Minister Tran Hong Ha in Notice No. 08/TB-VPCP dated January 8, 2025 of the Government Office, can consider exempting 100% of registration fees for the remaining 2 years (from March 1, 2025 to February 28, 2027) instead of reducing 50% as prescribed in Decree 10.

Six months before the end of the preferential registration fee period of 5 years, a summary, assessment and proposal for the next period will be made. If this option is implemented, it is necessary to develop a Decree amending and supplementing Decree No. 10/2022/ND-CP.

Clause 1, Article 13 of Decree 10 stipulates the time for the Ministry of Finance to summarize and evaluate the results of the implementation of the policy of exemption and reduction of registration fees for battery-powered electric cars 6 months before the end of the policy (February 28, 2027).

The Ministry of Finance said it is leaning towards option 1. According to the Ministry of Finance, a few years ago, when drafting Decree No. 10/2022/ND-CP dated January 15, 2022 on registration fees, the Ministry of Finance had quite clear directions for registration fees for electric cars.

These orientations aim to contribute to preventing the environmental impact caused by gasoline and diesel vehicles, contributing to reducing the greenhouse effect, minimizing environmental pollution from vehicle emissions; encouraging businesses to invest in production, taking advantage of opportunities to supply battery-powered electric cars to meet the needs of the Vietnamese market as well as the regional and international market and stimulating consumers to use battery-powered electric cars. At the same time, avoiding putting pressure on the state budget balance, especially the local budget.

Electric cars are currently enjoying a 0% registration fee according to Decree 10 until February 28, 2025. After that date, the registration fee for electric cars will be 50% of the fee for gasoline and diesel cars with the same number of seats.

When issued, Decree No. 10/2022/ND-CP stipulated the registration fee for battery-powered electric cars as follows: Within 3 years from March 1, 2022, the first registration fee will be paid at a rate of 0%. Within the next 2 years, the first registration fee will be paid at a rate equal to 50% of the fee for gasoline and diesel cars with the same number of seats.

Clause 1, Article 13 of Decree No. 10/2022/ND-CP stipulates that the responsibility of the Ministry of Finance is to summarize, evaluate the implementation results and propose amendments to the registration fee collection rate for battery-powered electric cars 6 months before the end of the collection period.

Up to now, the registration fee for new battery-powered electric cars has almost reached the end of the exemption period, with 2 years left to reduce by 50%.
