" This Decree must have a mechanism to handle civil servants in the apparatus who wish and need to transfer to other areas, not within the State agency. At the same time, there must be a mechanism to "retain" talented people, thereby ensuring the principle of building a truly talented civil service system, attracting talented people in the country and abroad to do public service ," said Mr. Vu Dang Minh.
Mr. Vu Dang Minh further emphasized that the arrangement of people and direction must have a truly outstanding policy, strong enough to ensure the goal of both streamlining and improving the quality of the team, while ensuring the stability of the apparatus for development.
In addition, it is necessary to pay attention to the legitimate aspirations of civil servants and public employees. " There will be an open policy, calculating priority to arrange and use people with outstanding qualifications, qualities, and abilities, people with experience, seniority, depth, professional reputation, professional knowledge, knowledge of the industry and special, specific fields to retain talented people, " Mr. Vu Dang Minh affirmed.
According to the Chief of Office of the Ministry of Home Affairs, the streamlining and rearrangement process must ensure the principle of consensus between the two parties, that is, officials and civil servants who want to take leave according to policy must have the desire and consensus of the head of the agency or unit.
He also pointed out the reality that in cases where people have qualifications and abilities but they see that their remaining working time is short and that the financial benefits of early retirement are more beneficial and attractive, they resign and can go out and do many other jobs.
" Therefore, it is necessary to calculate fundamentally and systematically. After implementing the policy, there must be a team of cadres, civil servants and public employees who are truly qualified, have the qualities and abilities to match the tasks, and meet the requirements of the new apparatus ," said the Chief of Office of the Ministry of Home Affairs.
Regarding the process of drafting the decree, the Chief of Office of the Ministry of Home Affairs said that after completing the draft, the Ministry of Home Affairs will seek opinions from the Government Party Committee and the Government Steering Committee on streamlining and reorganizing the apparatus.
After receiving comments, the Ministry of Home Affairs will submit and ask for comments from the Central Steering Committee and the Politburo. When there is a legal basis, the Ministry will continue to submit to the Government for consideration and approval, following a shortened process for immediate implementation.
"The Ministry of Home Affairs is working day and night with other ministries and branches to develop a plan for arrangement in the spirit of "running and queuing at the same time. Yesterday, the Ministry of Home Affairs and the Ministry of Labor, War Invalids and Social Affairs agreed on the plan. They will submit it for comments and carry out the arrangement plan when it is approved ," said Mr. Vu Dang Minh.
According to Mr. Vu Dang Minh, the Ministry of Home Affairs always accompanies ministries and branches in making arrangements to submit plans to competent authorities for consideration from now until the end of December 2024 and consider other tasks in the first quarter of 2025.
Responding further on the sidelines of the press conference, the Chief of Office of the Ministry of Home Affairs said that there are currently no statistics on the number of cadres, civil servants and public employees who may be affected by the arrangement. The agencies are building a framework for the apparatus, then there will be plans, calculations and job arrangements for each apparatus according to the principle that people are attached to work.
With the requirement to reduce 15-20% of the internal machinery, Mr. Vu Dang Minh said that from the construction of the machinery, it will calculate how many people are needed to operate.
" In the case of merging functional units, departments, and offices, if there is a surplus, we will calculate to retain those who are still within the right age, have the capacity, qualities, and development direction, and have a mechanism to dismiss them, like those who are about to retire, " Mr. Vu Dang Minh added.
