The Ministry of Agriculture and Rural Development needs to innovate its thinking on institutional building, making it concise, clear, and immediately deployable. Civil servants and public employees know what to do, but also have space for creation and development. They should abandon the mindset of not knowing and not being able to manage, so they ban it, and instead have regulations for testing controlled policies.

This afternoon (March 1), the ceremony to announce the National Assembly's Resolution on the establishment of the Ministry of Agriculture and Environment and the decision on personnel work was held at the Ministry of Agriculture and Environment (MARD).

Speaking at the ceremony, Deputy Prime Minister Tran Hong Ha emphasized that this is a historic milestone, opening a new page for the agriculture and rural development sector as well as the natural resources and environment sector, creating new strength to contribute to the country's development.

In the past time, the Party Committee, leadership, cadres, civil servants and public employees of the two Ministries of Agriculture and Rural Development and Natural Resources and Environment have been very urgent, responsible, promoting innovation and creativity, completing a huge, historic volume of work to implement Resolution 18-NQ/TW in 2017 on continuing to innovate and streamline the political system's apparatus to operate effectively and efficiently. On behalf of the Government, the Prime Minister and the Deputy Prime Minister commended and expressed gratitude to generations of leaders and cadres of the two Ministries of Agriculture and Rural Development and Natural Resources and Environment who have devoted and contributed throughout the development journey, and in just a short time shared and took on difficulties to perfect the organizational apparatus of the Ministry of Agriculture and Environment.

According to the Deputy Prime Minister, the functions and tasks of the two ministries have a close and organic relationship, so after the merger, the Ministry of Agriculture and Environment will become a multi-sectoral, multi-field ministry with economic, scientific, technical, and social aspects, and will manage extremely important areas in promoting socio-economic development, associated with the human living environment, with 25 management tasks.

It is not only about developing agriculture, farmers, and rural areas, but also about natural resources, nature, environment, climate change response, multidimensional poverty reduction... In addition to familiar tasks, the Ministry of Agriculture and Environment must urgently approach and learn to carry out newly assigned tasks. For example, multidimensional poverty reduction is a task of great political significance for the sustainable development of the country, always receiving international attention and monitoring, so "it must be done equally and better".

The Deputy Prime Minister said that along with the advantages of a stronger, more cohesive and united organizational model, apparatus and human resources, the mission and tasks of the Ministry of Agriculture and Environment are also extremely heavy.

In the context that from now until the 14th National Party Congress, there will continue to be changes in the political system, in local governments, in the Party's leadership method, the Ministry of Agriculture and Environment needs to continue to arrange and consolidate its affiliated units; change its thinking, methodology, and working methods to meet the extremely urgent and urgent tasks for the country's sustainable development, and achieve the set goals. The Ministry must promptly get involved, organize systematically and scientifically, assign and decentralize clearly in performing professional tasks and providing strategic advice, with the spirit of "a streamlined, professional Ministry with strategic advice capacity, a strong and comprehensive province".

The Ministry needs to innovate its thinking on institutional building, making it concise, clear, and immediately deployable. Civil servants and public employees know what to do, but there is also room for creation and development, avoiding hand-holding, abandoning the mindset of not knowing, not being able to manage, then banning, and instead having regulations for testing controlled policies. This is a very important requirement for the Agriculture and Environment sector, which will have many new issues; at the same time, "clearly distinguish the work of the Ministry, the work of other ministries and sectors, and the work of localities". The Ministry needs to develop and promulgate standards and regulations to evaluate goals and tasks.

The Deputy Prime Minister "ordered" the Ministry of Agriculture and Environment to develop, propose and submit to the Government and the Prime Minister strategic and long-term task groups to be included in the Resolution of the 14th National Party Congress and implemented immediately at the beginning of the new term; urgent programs, projects, plans... in each area of ​​management of the Ministry.

"Comrades must propose innovative and breakthrough issues based on science and technology, innovation, digital transformation, administrative and institutional reform... transforming thinking into scientific action. At the same time, accurately identify pressing and weak issues, propose solutions with innovative and revolutionary thinking. For example, solving the problem of air pollution, rivers, and the natural environment must not be vague, lack clear goals, and must be acted upon immediately," said the Deputy Prime Minister.

9 key tasks of the Ministry of Agriculture and Environment

According to Decree No. 35/2025/ND-CP dated February 25, 2025, stipulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment, which is a Government agency performing the function of state management in the fields of: agriculture; forestry; salt industry; fisheries; irrigation; disaster prevention; rural development; land; water resources; mineral and geological resources; environment; hydrometeorology; climate change; surveying and mapping; integrated management of marine and island resources and environmental protection; remote sensing; state management of public services in the fields under the management of the Ministry.

At the announcement ceremony, Minister of Agriculture and Environment Do Duc Duy acknowledged that the merger of the two Ministries: Natural Resources and Environment; Agriculture and Rural Development is an important step in implementing the administrative reform strategy, towards a streamlined, effective and efficient state apparatus, this is a great pride of the industry.

"The merger is not simply a change in organizational structure but also an opportunity to restructure, review and improve efficiency in all aspects of work of both ministries; helping to improve efficiency between environmental protection and agricultural development, between hydrometeorology and natural disaster prevention and agricultural production..., these are all areas that have close and organic relationships with each other", Minister Do Duc Duy emphasized.

According to Minister Do Duc Duy, in his directive speech, Deputy Prime Minister Tran Hong Ha set out requirements for the Ministry of Agriculture and Environment in carrying out the political tasks of the sector, contributing to the overall socio-economic development of the country.

The Minister affirmed that the Deputy Prime Minister's instructions will be concretized into the Ministry's Programs and Work Plans in the coming time for implementation.

Regarding upcoming tasks, Minister Do Duc Duy said that the Ministry of Agriculture and Environment will focus on 9 main tasks:

Firstly, quickly stabilize the organization of the Ministry after the reorganization; at the same time, perfect the organization and staff of the units under the Ministry.

Second, continue to focus on building and perfecting institutions, policies, laws, administrative procedure reform, and improving the investment and business environment.

Timely remove difficulties and obstacles in institutions and policies to clear bottlenecks, to mobilize and effectively use resources, especially land resources, to serve the socio-economic development of the country.

Thoroughly grasp the viewpoint: Economic and social development, environmental protection are the center; identify the environment as one of the three pillars of sustainable development: Economy - Culture - Society - Environment; on that basis, continue to effectively implement the Law on Environmental Protection, create a breakthrough in thinking and action to improve the environment of industrial parks, clusters, river basins, craft villages, and urban areas. Deploy adaptation models, enhance resilience, minimize losses and damages caused by climate change; modernize the hydrometeorological network, improve the quality of forecasting and warning to serve the work of natural disaster prevention and control and socio-economic development.

Effectively implement national strategies, national planning, sectoral and field planning, especially the Strategy for Sustainable Agricultural and Rural Development for the 2021-2030 period, with a vision to 2050, approved in Decision No. 150/QD-TTg dated January 28, 2022 of the Prime Minister.

The Ministry of Agriculture and Environment also promotes market opening, strengthens value chains, production linkage chains, and continues to develop deep processing; focuses on building and developing brands and trademarks of Vietnamese agricultural products; strives to achieve the 4% growth target assigned by the National Assembly and the Government.

Promote digital transformation, develop digital resources, complete the Land Database System connected to the national population database.

Strengthen the Party's leadership over state management of agriculture and the environment. Do a good job of propaganda, create high unity in awareness and action in each Party organization regarding the tasks of reorganizing the apparatus and implementing the professional tasks of the unit. Thereby, create consensus and determination to successfully implement the Resolution of the 13th National Party Congress and move towards Party congresses at all levels and prepare well for the 14th National Party Congress.

Finally, focus on implementing and evaluating the results of the implementation of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period (approved by the Prime Minister in Decision 90/QD-TTg dated January 18, 2022) and prepare a report to seek opinions from competent authorities on the policy of developing National Target Programs for the 2026-2030 period to ensure quality, progress and resources for the National Target Program in the next period.

At the Conference, Deputy Prime Minister Tran Hong Ha presented the National Assembly's Resolution on the establishment of the Ministry of Agriculture and Environment to the Ministry's leaders.

In addition, the Deputy Prime Minister also presented the Prime Minister's Decision on the transfer and appointment of 10 Deputy Ministers of the Ministry of Agriculture and Environment.
