
This morning (October 19), the Ministry of Education and Training (MOET) has just announced a draft Circular promulgating the Regulations on Secondary School and High School Admissions. Accordingly, the MOET has abandoned the proposal to draw lots for the third subject for the 10th grade entrance exam, and at the same time allows localities to make their own decisions.
To provide localities with a basis for preparing for the exams, the Ministry of Education and Training has issued a draft Regulation on junior high school and high school entrance exams, and will begin collecting public opinions from now until December 18.
For admission to grade 10 high school, the draft regulation stipulates that it can be organized in three forms: selection, entrance exam, and a combination of selection and entrance exam.
Specifically, with the admission method, the basis is the training results and learning results of the years of secondary school general education program or secondary school continuing education program of the admission subject.
With the entrance exam method, the number of subjects is 3 with math, literature and 1 third subject or a combined exam. The Departments of Education and Training can choose 1 of 2 options and it will be announced before March 31 every year.
Accordingly, if the third subject is chosen, it is chosen from among the subjects that are assessed by scores in the general education program at the secondary level. The choice of the third subject has changed over the years to achieve the goal of comprehensive education in the basic education stage.

Regarding the exam duration of each subject, literature is 120 minutes, math is 90 minutes or 120 minutes, the third subject is 60 minutes or 90 minutes, and the combined exam is 90 minutes or 120 minutes.
The exam content is within the secondary school general education program, mainly grade 9 program.
According to statistics as of October 7, 60/63 Departments of Education and Training agreed with the plan of 3 subjects for entrance exams to grade 10 high school and said that this is suitable for reality and reduces pressure.
It is expected that the Circular on Junior High School and High School Admission Regulations will be completed and issued before December 31, 2024.
