According to the Ministry of Education and Training, in recent times, the organization and implementation of life skills education and extracurricular education activities at the Departments of Education and Training have achieved positive results, mobilizing resources from organizations and individuals to participate in improving the quality of comprehensive education. However, the implementation process still has limitations and shortcomings.
To improve quality and efficiency, the Ministry of Education and Training requests that the Departments of Education and Training advise the People's Committees to submit to the Provincial People's Councils for approval and promulgation of regulations on expenditure contents and expenditure norms for life skills education services and extracurricular education in the area, and advise the Provincial People's Committees to direct relevant units in managing these activities in accordance with regulations.
Education management agencies and educational institutions need to coordinate with relevant departments, sectors, organizations and individuals in managing life skills education activities and extracurricular education activities; from licensing operations to regular and unscheduled annual inspections, checks and assessments of educational institutions and units with life skills education activities and extracurricular education activities.
The Ministry of Education and Training requires the Departments of Education and Training to strictly manage the conditions to ensure life skills education activities and extracurricular activities in terms of venue, quality of teachers, reporters, and trainers. At the same time, ensure that teaching is organized in accordance with the curriculum and documents approved by competent authorities. Any changes to the curriculum and documents must be approved by the Department of Education and Training according to regulations.
The Ministry of Education and Training also requires strengthening supplementary teaching, improving students' skills as prescribed in the 2018 General Education Program, focusing on teaching theory combined with practice, training life skills, and having solutions to improve the capacity to organize activities and the professional qualifications of teachers when participating in life skills education activities and extracurricular educational activities in schools.
Localities need to conduct regular or surprise inspections when necessary. When conducting inspections, it is necessary to pay attention to the suitability and meeting the urgent needs of local learners in educational content; not violating regulations on extra teaching and learning; taking learners as the center, learners participating voluntarily, not being forced; arranging study time not between lessons in the main curriculum.
The Ministry requires the temporary suspension of organizing or linking life skills education activities and extracurricular education activities for educational institutions and units that violate regulations, and at the same time publicizes the establishments and units that are allowed and suspended from operating in this field on the electronic information portal of the Department of Education and Training and on other media as prescribed.
