Deputy Minister of Education and Training Pham Ngoc Thuong has just signed instructions on implementing tasks for the 2024-2025 school year for primary schools. In particular, localities are required to maintain environmental hygiene in schools and have plans to ensure the physical and mental health of students, teachers, and administrators.

Before the school year, educational institutions must inspect, review, and re-evaluate the quality of school buildings and not put into use schools and classrooms that have expired or are unsafe.

Regarding teaching plans, the Ministry of Education and Training requires the Departments of Education and Training to direct schools to develop teaching plans and arrange time to implement the program to ensure scientific and pedagogical quality, without putting pressure on students.

The Ministry of Education and Training requires the Departments of Education and Training to direct schools to develop teaching plans that ensure scientific and pedagogical quality and do not put pressure on students.

Focus on implementing the planning for the development of the school and classroom network and ensuring facilities; maintain and improve the quality of universal primary education as well as make primary education compulsory according to the provisions of the 2019 Education Law.

Localities continue to improve the quality of teachers and managers. Develop plans for recruitment, training and development of teachers to ensure the quality of teaching in all subjects.

The Ministry of Education and Training requires continued inspection, examination, and supervision according to authority; exploitation and use of textbooks and teaching equipment effectively and in accordance with practice.

Educational institutions must ensure that the number of students per class is 35 students per class according to the regulations of the Primary School Charter and have sufficient minimum teaching equipment. Ensure the ratio of 1.5 teachers per class and the structure of teachers is sufficient to teach subjects and educational activities.

The Ministry of Education and Training has given specific instructions for schools to organize 2 sessions/day, with no more than 7 lessons per day, each lesson lasting 35 minutes. The teaching plan must consist of at least 9 sessions/week with 32 lessons/week. The plan must ensure a reasonable allocation between the contents, helping students complete their tasks.

The Ministry of Education and Training also requires arranging a scientific timetable, ensuring a reasonable ratio between teaching content and educational activities suitable for the psychology of primary school students.

As for activities outside of official school hours, according to the Ministry of Education and Training, these are activities based on the needs and interests of students. These activities must be organized after official school hours until the time students are picked up by their parents to go home.

“Based on the needs and interests of students, activities can be organized in the form of club activities or using school facilities such as libraries, playgrounds, practice grounds, multi-purpose halls, etc. to create conditions for students to play and entertain. Organizing activities after official school hours during the day in the form of club activities must be approved by competent authorities,” according to the Ministry of Education and Training.

Last year, the country had nearly 9 million primary school students, a decrease of more than 313,000 students compared to the previous school year. The average number of students per class nationwide was 32 students per class, stable compared to the previous school year.

However, according to the Ministry of Education and Training, some localities, urban areas and large cities due to the pressure of rapid population growth have led to the number of students per class exceeding the ratio prescribed by the Ministry of Education and Training such as: Hanoi, Ho Chi Minh City, Hai Phong, Binh Duong... and some cities and centers of provinces.
