According to the report of the Department of Education and Training of Ho Chi Minh City, in the 2023-2024 school year, the whole sector has 2,295 educational institutions, including 1,357 public institutions and 938 non-public institutions.
Of which, primary school has the largest number of students with 632,698 students, followed by secondary school with 483,372 students. Preschool and high school have 315,142 students and 251,911 students respectively.
In addition, the city also has 31 continuing education centers, vocational education-continuing education centers with 43,058 students studying.
On average, each year, the number of students increases at all levels by about 25,000 students. This pressure leads to a class size that exceeds the prescribed standard, especially at the primary level.
It is expected that in the 2024-2025 school year, high school will increase by more than 16,000 students, preschool and secondary school will increase by 6,000-7,000 students, and primary school will decrease by 6,000 students.
Deputy Minister of Education and Training Pham Ngoc Thuong highly appreciated the results achieved by the education and training sector of Ho Chi Minh City in the 2023-2024 school year. Accordingly, the whole sector has promoted advantages, overcome difficulties, and strived to achieve comprehensive results in many areas, closely following the key tasks right from the beginning of the school year.
“Over the past years, the education and training sector in Ho Chi Minh City has faced many challenges such as the second largest number of students per class and the number of teachers in the country. This has created pressure in management and operation. In addition, urbanization has led to pressure on schools and classrooms, and parents' demands for quality education have increased,” the Deputy Minister of Education and Training acknowledged.
However, with the initiative and efforts, the education and training sector of Ho Chi Minh City has achieved many encouraging results. In particular, the Deputy Minister paid special attention to the outstanding achievements in digital transformation, creating conditions for students without household registration to still participate in learning with the view of not leaving anyone behind; at the same time, pioneering many solutions and progressive models such as smart classrooms, digital classrooms, the Project "Teaching and learning Math, Science and English integrating English and Vietnamese programs" ...
In particular, the 2024 High School Graduation Exam was the 8th consecutive year that Ho Chi Minh City led the English exam. This is the result of persistently implementing projects and programs to improve the quality of English teaching over the past 10 years.
In the coming time, the leaders of the Ministry of Education and Training proposed that the city continue to research and implement solutions to make English the second language in schools.
Also at the summary conference, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le highly appreciated the efforts, perseverance and bold innovation of the education and training sector, including the management staff, pedagogical collective and all teachers.
The outstanding achievements in the past school year have affirmed the right steps in the coordination and direction of the entire sector of the Department of Education and Training, while promoting the effectiveness of socialized education projects.
In the 2024-2025 school year, the Chairman of the Ho Chi Minh City People's Council proposed that the education sector focus on implementing the following 6 key tasks:
Firstly , continue to implement the Plan to build a "UNESCO Global Learning City in Ho Chi Minh City for the period 2024-2030" with the goal of providing all people with lifelong learning opportunities, regardless of age, gender, educational level or social circumstances.
The education sector needs to continue to promote learning and following Ho Chi Minh's ideology, morality and lifestyle for each cadre, teacher, employee and student; continue to effectively implement the "Happy School" model so that each teacher and student can feel joy and happiness when going to school.
Second, effectively implement the plan "Ho Chi Minh City Education Development Strategy from now to 2030, vision to 2045", building Ho Chi Minh City into a center for training high-quality human resources for the country and the Asian region.
Third, continue to implement according to the roadmap, ensuring the completion of the city's breakthrough programs and projects on education such as the Project on universalizing and improving English proficiency for students; the program "Teaching and learning Math, Science and English integrating English and Vietnamese programs"; expanding the teaching of diverse foreign languages according to the needs of students and the conditions of facilities and teaching staff of each unit; equipping students with the necessary skills for international integration, becoming citizens to meet the development needs of a smart city.
Fourth, strengthen education quality assessment activities and build schools that meet national standards.
The 2024-2025 school year is the first year the country organizes the High School Graduation Exam according to the 2018 General Education Program. The education sector needs to prepare a plan to guide students in studying and organizing the exam to ensure safety, quality, and suitability to the city's situation.
In addition, ensure to organize well the excellent student exams, scientific research and other exams to create a playground for students to practice, promote thinking, capacity, talent and creativity.
Fifth, teacher training is linked to demand, ensuring adequate structure, quantity and quality to meet the requirements of educational innovation; research and develop projects to develop the team of teachers and managers of preschool and general education institutions for the period 2026 - 2030, with a vision to 2045.
Sixth, focus on implementing emulation projects to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day, including: Smart Education Program; Project to build Ho Chi Minh City - Center for training high-quality human resources of the country and the region; Construction project of 4,500 classrooms.
Director of the Department of Education and Training of Ho Chi Minh City Nguyen Van Hieu said that in the 2024-2025 school year, the education and training sector will implement the theme of the school year as "Discipline, responsibility, innovation, digital transformation to improve the quality of education and training in Ho Chi Minh City".
In particular, the whole sector focuses on the following key tasks: Continuing to innovate state management in the field of education and training; Ensuring fairness in access to education for all subjects, with attention paid to ethnic minorities, island students, orphans, homeless children, people with disabilities, people from poor households, near-poor households; Effectively implementing preschool education, general education and continuing education programs; Improving the quality and standardizing the team of teachers and education managers at all levels; Strengthening political work, national defense and security education for teachers and students; Continuing to build the "Happy School" model; Implementing projects and programs on health, physical education development, school sports; Deploying the plan "Ho Chi Minh City Education Development Strategy from now to 2030, vision to 2045"; Strengthening international integration.
In particular, the city continues to effectively implement the Project to popularize and improve English proficiency for high school and vocational students in Ho Chi Minh City; the Program "Teaching and learning Math, Science and English integrating English and Vietnamese programs"; Expanding the high-quality school model "advanced school, international integration" to contribute to equipping students with the necessary skills for international integration.
