Ministry of Education and Training clarifies subjects admitted directly to grade 10

The Ministry of Education and Training stipulates that 5 subjects are directly admitted to grade 10 of high school, including: students of ethnic minority boarding high schools, students of ethnic minorities, students with disabilities, students who have won national prizes organized by the Ministry of Education and Training or in coordination with ministries and ministerial-level agencies on a national scale for competitions in culture, arts, sports, scientific research and technology; students who have won prizes in international competitions decided and selected by the Minister of Education and Training.

According to Mr. Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training), previously, the Ministry stipulated that the subjects of direct admission included: "Students who won national and international awards in culture; arts; physical education and sports; National science and technology competitions for middle and high school students". The regulation lacked the phrase "organized on a national scale", leading to inconsistent implementation among localities.

Therefore, the circular recently issued by the Ministry of Education and Training has regulated the subjects of direct admission to high school more strictly. That is, junior high school students who have won national prizes organized by the Ministry of Education and Training, or in coordination with ministries and ministerial-level agencies organized "on a national scale" for competitions, exams, and competitions on culture, arts, and sports; national scientific and technical research competitions for high school students.

This regulation aims to unify the goals and competitions organized by the Ministry of Education and Training but must be widely announced nationwide for the Departments of Education and Training and provinces to announce, so that all students know and understand publicly, all students know to participate, build provincial teams to compete nationally.

In addition, the Ministry of Education and Training also explained more clearly that the subjects who are awarded bonus points are secondary school students who win provincial-level prizes organized by the Department of Education and Training or in coordination with other departments and branches on a provincial scale.

In fact, to have students participate in national competitions, the province will organize provincial competitions to select students to compete in national competitions. And if students win prizes in the provinces, they will be encouraged.

The Ministry of Education and Training also clearly stipulates: “Incentive points are added to the total admission score, calculated on a 10-point scale for each subject and exam. In which, first prize is added 1.5 points; second prize is added 1 point; third prize is added 0.5 points”. This is a unified regulation nationwide, to ensure fairness between localities.

The Ministry of Education and Training noted that the national general education program does not target secondary school students in the excellent student exams. Therefore, this regulation on incentive points will not include students who win excellent student exams in cultural subjects in the general education program at the secondary school level.

“The Ministry of Education and Training currently has no regulations on gifted student competitions at the junior high school level, nor does it have regulations on specialized schools at the junior high school level. Furthermore, the goal of the basic education stage is comprehensive education. If localities organize gifted student competitions at the junior high school level to encourage gifted students, they are not allowed to include incentive points in the high school admission scores, ensuring fairness for all students,” said Mr. Nguyen Xuan Thanh, Director of the Department of Secondary Education.

According to the Ministry of Education and Training, localities will apply three admission methods for the 10th grade high school entrance exam from 2025: selection, entrance exam, or a combination of selection and selection.

Regarding the entrance exam method, the Ministry of Education and Training generally stipulates three subjects and exams, including: Math, Literature and a third subject or exam selected by the Department of Education and Training.

The third exam subject is selected from among the subjects assessed by scores in the secondary school general education program, ensuring that the same third exam subject is not selected for more than 3 consecutive years.

The third exam is a combination exam of a number of subjects selected from among the subjects assessed by scores in the secondary school general education program.
