What's new in the draft plan for grade 10 admission from 2025?

According to the draft method of admission to grade 10 from 2025, the exam includes two compulsory subjects: Math and Literature and a third subject or a combination exam chosen by the Department of Education and Training.

The Ministry of Education and Training has just announced the draft Regulations on Secondary School and High School Admissions to solicit public comments.

Accordingly, there are 3 methods of admission to grade 10 of high school: entrance exam, admission review or a combination of entrance exam and admission review. The selection of admission method is under the authority of the locality. The Department of Education and Training advises the People's Committee of the province/city directly under the Central Government to approve and select the method.

Regarding the organization of entrance exams, to ensure consistency and ensure the viewpoint of a light and inexpensive exam, the draft Regulations generally stipulate the implementation of 3 exam subjects, including Math, Literature and a third exam subject or a combined exam selected by the Departmentof Education and Training, the university with high school and announced before March 31 every year.

The third subject is selected from among the subjects assessed by scores in the general education program at the secondary level. The selection of the third subject has changed over the years to achieve the goal of comprehensive education in the basic education stage.

The exam is a combination of subjects selected from subjects assessed by scores in the secondary school general education program.

Regarding exam time, the draft Regulations stipulate that Literature is 120 minutes; Math is 90 minutes or 120 minutes; the third exam is 60 minutes or 90 minutes; and the combined exam is 90 minutes or 120 minutes.

The content of the 10th grade entrance exam is part of the secondary school general education program, mainly the 9th grade program.

The Draft Regulations also stipulate a framework of requirements for exam preparation, exam supervision, exam grading, exam review, and announcement of results, benchmark scores, direct admission, priority policies, etc. to ensure quality and safety in organizing exams in localities.

Also according to the draft, admission to grade 6 of junior high school will be based on the selection method. In case the number of students registering for grade 6 is more than the enrollment target, admission will be conducted by combining selection with testing and assessing students' abilities.

The basis for admission is the training results and learning results of the primary education program or literacy program of the candidate. If a grade is repeated, the results of the repeated year of that grade will be used.

The Department of Education and Training and higher education institutions provide guidance on enrollment by combining admission with testing and assessment of students' abilities.

Compared to the draft sent by the Ministry of Education and Training to solicit comments from departments of education and training and high schools on the draft Regulations on junior high school and high school admissions from 2025, this draft Regulation has been adjusted by removing the regulation on determining the third exam subject by drawing lots and giving the right to choose to departments of education and training and universities with high schools.

The 2024-2025 school year is the year that completes the implementation cycle of the 2018 Education Program from grades 1 to 12. Accordingly, this school year, the 10th grade high school entrance exam and the high school graduation exam will follow the 2018 General Education Program.

According to the plan, the promulgation of the Regulations on the entrance examinations for junior high schools and high schools will be 3 months earlier than in previous years. Thereby, creating favorable conditions for schools, teachers and students in the process of teaching, learning and reviewing to prepare for the exam.
