Ministry of Education and Training proposes new salary policy for teachers

On September 18, a representative of the Department of Teachers and Educational Managers, Ministry of Education and Training, said that the unit is continuing to coordinate with relevant ministries and branches to propose a new salary policy according to job position, title, and leadership position to ensure that it is not lower than the current salary.

According to statistics, from August 2020 to August 2023, more than 40,000 preschool and primary school teachers quit their jobs, mainly due to low salaries that do not meet their living needs.

The Ministry of Education and Training made the above proposal with the hope of partly solving the problem of many teachers quitting their jobs recently.

Currently, teachers and educational administrators enjoy policies including: salary, seniority allowance beyond the framework, leadership position allowance (if any), regional allowance, preferential allowance, seniority allowance and a number of other policies.

Teachers and educational administrators working in mountainous areas, highlands, and areas with particularly difficult socio-economic conditions enjoy a number of incentives such as preferential allowances at higher levels than teachers teaching in plains and cities.

In addition, teachers are also entitled to a number of other allowances and subsidies such as: attraction allowance; long-term work allowance; first-time allowance; one-time allowance when transferring to work out of areas with particularly difficult socio-economic conditions; payment of travel expenses when taking annual leave or Tet holidays, allowance for purchasing and transporting fresh water and clean water; mobility allowance, allowance for sightseeing, studying, and professional and technical training.

In recent years, although the Government has paid attention to raising teachers' income, compared to fluctuations in commodity prices and the current socio-economic situation, the income of the team is still low.

The Ministry of Education and Training has agreed with the Ministry of Home Affairs to rank salaries according to the standard training level (Education Law 2019). Accordingly, newly recruited preschool teachers will be ranked at a starting salary coefficient of 2.10; primary and secondary school teachers will be ranked at a starting salary coefficient of 2.34. Ranking salaries according to the standard training level has helped newly graduated teachers improve their income.

“In the coming time, the Ministry of Education and Training will continue to coordinate with relevant Ministries/Sectors to propose new salary policies according to job positions, titles, and leadership positions, ensuring that they are not lower than the current salary in accordance with the spirit of Resolution No. 27,” the Ministry of Education and Training informed.

In August 2023, Minister of Education and Training Nguyen Kim Son met and had a dialogue with teachers, managers, and staff of preschool, general education, and continuing education.

The Ministry of Education and Training received about 6,500 opinions from teachers, including 2,000 questions about salaries and 500 recommendations on teachers' retirement age. At the dialogue, Mr. Nguyen Kim Son directly answered many contents and questions from teachers, while some remaining issues were compiled and continued to be answered by units.
