TPO - Binh Duong province will use the budget to support up to 50% of tuition fees for students at all levels of public schools and private primary school students in areas without enough public primary schools.
The People's Council of Binh Duong province, term X, 2021-2026, has passed 14 Resolutions. Notably, the Resolution on regulating tuition fees for public preschool and general education institutions from the 2024-2025 school year is noteworthy.
According to the Resolution, tuition fees for public preschool and general education institutions that are not self-sufficient in regular expenses: Urban areas (wards and towns), preschool level schools that meet national standards are 180,000 VND/student/month (direct learning), 135,000 VND/student/month (online learning) for schools that have not met national standards are 90,000 VND/student/month (direct learning) and 67,500 VND/student/month (online learning).
Primary school level: 90,000 VND/student/month (in-person learning) and 67,500 VND/month/student (online learning). Secondary school level: 60,000 VND/student/month (in-person learning) and 45,000 VND/student/month (online learning). High school level: 80,000 VND/student/month (in-person learning) and 60,000 VND/month/student (online learning).
Rural areas (communes), Preschool level: 50,000 VND/student/month (direct learning), 37,500 VND/student/month (online learning). Primary level: 50,000 VND/student/month (direct learning), 37,500 VND/student/month (online learning).
Junior high school level: 40,000 VND/student/month (direct learning), 30,000 VND/student/month (online learning). High school level: 60,000 VND/student/month (direct learning), 45,000 VND/student/month (online learning).

With the above tuition fees, compared to the general regulations, Binh Duong province must spend local budget to support up to 50% of tuition fees for students of public schools in the area. The funding source is implemented according to the current budget management decentralization.
In addition, the tuition fee for primary school level is prescribed as a basis for supporting tuition fees for primary school students at private schools in areas without enough public primary schools and for private primary school students who are eligible for tuition exemption and reduction policies according to regulations.
The criteria for determining an area that does not have enough public primary schools are wards, communes, and towns that have public primary education facilities, but do not meet the population size of primary school age in the area, the norm of 35 students/primary class according to regulations. The calculation method is to divide the primary school age population by the total number of public primary school classrooms greater than 35 students/class.
For the Provincial Center for Continuing Education and Vocational Training, the Center for Vocational Education - Continuing Education implementing the general education program: tuition fees are equivalent to the tuition fees of public general education institutions at the same level in the area.
Tuition exemption and reduction policies and support for learning costs are implemented according to Government regulations (poor households, near-poor households, and newly escaped poverty households are identified according to the province's multidimensional poverty standards).
In the 2024-2025 school year, Binh Duong has 713 schools and centers, including 375 public schools and 338 non-public schools. The total number of students at all levels from preschool to high school and continuing education in the province is about 520,690 students, an increase of more than 25,900 students compared to the previous school year; of which, the public sector increased by 17,289 students, the non-public sector increased by 8,679 students.
