Binh Dinh: Why has Phu My industrial park not started yet?

According to the plan, Phu My Industrial Park (IP) is nearly 821 hectares wide (My An commune 627.2 hectares, My Tho commune about 193.8 hectares). This is a concentrated, multi-industry IP, attracting industrial types suitable for the socio-economic development orientation of Binh Dinh province and Phu My district.

Phu My Industrial Park is oriented to attract new energy industries (including green hydrogen, green ammonia, etc.), manufacturing and product manufacturing industries within the renewable energy ecosystem, metallurgy, metal production, chemicals, pharmaceuticals, fertilizers, automobile assembly and manufacturing, petroleum product storage, electronics and data supporting industries, etc.

Phu My Industrial Park will be connected to the eastern coastal road of Binh Dinh province, the western road of Binh Dinh province, National Highway 1A and the North-South Expressway. The sea route is connected through Phu My port area (a seaport to be built in the future according to the plan)...

Phu My Industrial Park is expected to start construction at the end of March 2025 on the occasion of the 50th anniversary of the Liberation of Binh Dinh Province. However, according to the People's Committee of Binh Dinh Province, there are a number of procedures under the authority of the Prime Minister and central ministries and branches that have not been completed. Therefore, the groundbreaking ceremony has not been held as planned.

To promptly implement the Phu My Industrial Park project, the People's Committee of Binh Dinh province requested the Economic Zone Management Board to coordinate with relevant units to support and urge investors to promptly complete procedures on planning, land, environment, construction investment, etc.

Urgently carry out planning and investment procedures for resettlement and reburial projects... Preside over and coordinate with Phu My District People's Committee, My An and My Tho Commune People's Committees and project investors to review and clarify each content of people's petitions.

Although construction has not yet started, many projects have chosen Phu My Industrial Park as their "destination".

Based on the regulations on compensation, support, and resettlement when the State acquires land and the specific land unit price issued by the People's Committee of Phu My district, calculate the compensation unit price according to the regulations; review the inappropriate contents (if any) to report to the Provincial People's Committee for implementation policy, ensuring the legitimate and legal interests of the people.

Coordinate with Phu My District People's Committee to advise the Provincial People's Committee to establish a working group to effectively carry out propaganda and mobilization work for the people and promptly resolve arising issues...

Binh Dinh Provincial People's Committee assigned Phu My Investment Group Joint Stock Company to urgently complete the 1/2000 scale construction planning dossier of Phu My Industrial Park according to the comments of the Ministry of Construction to submit to the competent authority for appraisal and approval according to regulations.

At the same time, implement construction investment procedures, such as: preparing construction investment feasibility study reports, environmental impact assessment records, fire prevention and fighting, construction permits, etc.

The People's Committee of Binh Dinh province also assigned relevant departments and branches to actively support and remove difficulties of the project. Develop a detailed plan for the Provincial People's Committee to organize direct dialogue with people of My An and My Tho communes after completing legal procedures and meeting the conditions to start the project according to regulations.
