Da Nang: Reviewing social housing projects from public investment capital

After reviewing, the Department of Construction of Da Nang requested the Department of Finance and the Department of Home Affairs to soon give their opinions on the rental price plan and management and operation of the social housing project for people with revolutionary contributions on Vu Mong Nguyen Street (209 apartments) to synthesize, submit to the City People's Committee for approval and implement the rental procedures. Request the Department of Home Affairs to soon advise the City People's Committee to implement the social housing project for people with revolutionary contributions (phase 2; 191 apartments).

Director of Da Nang Department of Construction Nguyen Ha Nam informed about the review of the implementation of social housing projects using public investment capital at a press conference on April 11.

The Da Nang Department of Construction also requested the Management Board of investment projects for construction of civil, industrial and technical infrastructure works to urgently implement investment preparation procedures to start the project to upgrade the workers' housing in Hoa Cam Industrial Park (phase 1, 184 apartments) in October 2025. The Da Nang People's Committee issued an investment policy decision for this project in February 2025.

The Management Board of the project to invest in the construction of civil, industrial and technical infrastructure works in Da Nang was also requested to urgently implement procedures to repair, accept and hand over the concentrated dormitory area in the West of Hoa Khanh Industrial Urban Area to put into social housing arrangement according to the direction of the City People's Committee.

At the same time, urgently review and repair the fire protection system and fire pumps of the concentrated dormitory area in the West - expanded in the Hoa Khanh industrial urban area to be completed before April 12 to hand over the Management and Operation Center for management, and arrange rental according to the city's policy (these two projects have a total of 728 apartments).

Regarding the social housing project and trade union facility in Lien Chieu district (about 730 apartments), the People's Committee of Da Nang City introduced two land plots with a total area of ​​2.31 hectares to the Vietnam General Confederation of Labor (VGCL) to implement the project. In December 2024, the People's Committee of Da Nang City worked with the VGCL on the scale of the project.

However, the project has not yet been approved for investment. The Da Nang Department of Construction is advising the City People's Committee to issue a document requesting the Vietnam General Confederation of Labor to soon approve the investment policy and carry out investment preparation procedures to implement the project.

Regarding the social housing project in Hoa Cam Industrial Park (phase 2, about 500 apartments), in January 2024, the Department of Construction of Da Nang issued a document requesting the City Labor Federation to report and propose to the Vietnam General Confederation of Labor to consider and invest in the project using trade union financial resources for workers and laborers who are eligible for social housing policies to rent.

According to the Da Nang City Labor Federation, representatives of the Vietnam General Confederation of Labor have inspected the project but have not yet provided an official written response. The Da Nang Department of Construction said it is consulting and reporting to the City People's Committee to issue a document requesting the Vietnam General Confederation of Labor to invest in this project using trade union funds. In case the Vietnam General Confederation of Labor does not participate in the investment, Da Nang City will conduct a bidding process to select an investor for the project.
