On June 12, Binh Dinh Provincial People's Council held the 16th session (special session), term 2021-2026.

The meeting passed 15 important Resolutions such as: Resolution on the policy of rearranging commune-level administrative units in Binh Dinh province for the period 2023 - 2025; Resolution on the one-time support policy for commune-level cadres, civil servants and non-professional workers at the commune level who leave their jobs due to the rearrangement of commune-level administrative units in Binh Dinh province for the period 2023 - 2025.

In particular, with the Resolution on the policy of arranging commune-level administrative units in the period of 2023 - 2025, Binh Dinh province has 6 commune-level administrative units (including 5 wards and 1 commune) subject to arrangement, 2 adjacent commune-level administrative units with administrative boundary adjustment.

Specifically, Le Hong Phong, Ly Thuong Kiet, and Tran Phu wards (Quy Nhon City) will be merged into a new administrative unit, called Tran Phu Ward. Tran Hung Dao Ward and Le Loi Ward (Quy Nhon City) will be merged into Thi Nai Ward to form a new ward, named Thi Nai Ward. The entire area and population of Hoai Hai Commune will be merged into Hoai Huong Ward, Hoai Nhon Town.

After the rearrangement, Binh Dinh province has 154 commune-level administrative units, including 115 communes, 28 wards, and 11 towns; a decrease of 5 units compared to before the rearrangement.

According to the plan, after the arrangement, there are 81 cases, including 67 officials and civil servants who have not been arranged during the arrangement.

Speaking at the meeting, Secretary of the Provincial Party Committee and Chairman of the People's Council of Binh Dinh Province Ho Quoc Dung shared that the biggest concern during the implementation process is the arrangement of cadres and civil servants of localities when merging. The province's viewpoint is to try to arrange at the most optimal level.

“Currently, there are 81 cases that cannot be arranged, including 67 cadres, civil servants and 14 part-time workers. The province's viewpoint is to try to arrange them at the most optimal level. For cases where part-time workers have no other choice, the regime must be fully resolved; as for the number of cadres and civil servants on the payroll, by all means, we will mobilize, arrange, and assign them to units, including positions at the provincial level and neighboring localities in the province,” said Mr. Ho Quoc Dung.

With the passed Resolutions, Mr. Ho Quoc Dung directed the relevant departments, branches, People's Committees of districts, towns, cities, and related units to seriously and effectively implement the issued regulations, mechanisms, and policies; strengthen inspection and examination work, and direct the timely removal of difficulties and obstacles in the process of implementing the Resolutions.

Regarding the Resolution on the policy of rearranging commune-level administrative units, the Secretary of the Binh Dinh Provincial Party Committee requested to urgently complete the dossier and report to the Government according to regulations; at the same time, after the Resolution of the National Assembly Standing Committee is issued, focus on implementing the Project on rearranging commune-level administrative units and other related contents, ensuring the apparatus operates effectively and efficiently...
