Dear delegates of the Provincial People's Council,

Dear voters and people of all ethnic groups in the province.

Today, the Provincial People's Council opened the 26th Session (Special Session) of the 17th Provincial People's Council, term 2021-2026. On behalf of the Standing Committee of the Provincial People's Council, I warmly welcome the Secretary of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the leaders of the Provincial People's Committee, the Provincial Vietnam Fatherland Front Committee, the National Assembly deputies, the guests and the Provincial People's Council deputies who attended the session. I would like to send to all the delegates, voters and people of all ethnic groups in the province my best wishes for health and happiness. I wish the session a great success.

Dear delegates,

The 26th session of the 17th Provincial People's Council took place at a time when Party committees, authorities and the entire political system were urgently implementing many major policies of the Central Government; Party committees, authorities, localities, agencies and units were actively and determinedly implementing solutions to remove difficulties and obstacles to promote production and business, ensure social security, national defense and security, and strive to contribute to the whole country achieving the growth target of over 8% as a solid foundation for double-digit growth in the next period.

With the determination to create a breakthrough momentum for socio-economic development according to the set goals, in the first quarter of 2025, the province's socio-economic situation has achieved positive and comprehensive results in all areas: Economic growth rate (GRDP) is estimated at 12.76%, State budget revenue in the area is estimated at 2,268 billion VND (equal to 41% of the Prime Minister's forecast); public investment disbursement reached 14.16% (ranking second in the region and top in the country). Support and removal of difficulties for businesses and investors continues to be promoted; the quality of key education continues to be affirmed and has positive changes; medical examination, treatment and health care for the people are of interest; The entire political system focuses on effectively implementing the Project "Eliminating temporary and dilapidated houses in Hoa Binh province in the period of 2024-2025". Up to now, the whole province still has 1,007 houses, determined to complete by May 30, 2025; local military work, political security, and social order and safety continue to be maintained.

With the spirit of urgency and determination, not to interrupt the regular operations of the units in accordance with the direction of the Central Government, the Provincial People's Council organized a Special Session to promptly issue mechanisms and policies to promote socio-economic development, accelerate investment procedures for construction of State budget sources, and procedures for attracting investment for non-State budget projects under the authority of the Provincial People's Council. Accordingly, at this session, the Provincial People's Council reviewed, discussed and decided on the following important groups of issues:

One is: Consider: (i) Adjust and supplement the medium-term public investment plan for the period 2021-2025 of Hoa Binh province; (ii) Assign and adjust the public investment plan for 2025; (iii) Allocate the budget estimates for implementing the National Target Programs for 2025 and adjust the budget estimates for implementing the National Target Programs; (iv) Regulate the authority to decide on approving tasks and budget estimates for purchasing assets and equipment and decentralize the authority to decide on approving tasks and budgets for renovating, upgrading, expanding, and constructing new construction items in the invested construction projects of agencies and units under the management of Hoa Binh province; (v) Approve the policy of assigning the People's Committee of Hoa Binh province as the competent authority to implement Component 1 of the investment project to build a bridge from Provincial Road 433, Nanh Nghe commune, Da Bac district, connecting with Phu Yen district, Son La province; (vi) Abolish Resolution No. 276/2023/NQ-HDND dated July 14, 2023 of the Provincial People's Council on assigning the Provincial People's Committee to decide on investment policies and adjust investment policies for Group C public investment projects in the province.

Second: Consider and approve: (i) List of projects requiring land recovery, conversion of land use purposes for rice cultivation, protective forest land, special-use forest land, production forest land for socio-economic development and investment project implementation; (ii) Issue a list of land plots for bidding to select investors to implement investment projects using land and a list of projects for bidding to select investors according to regulations of laws on sector and field management in the province; (iii) Stipulate specific criteria to determine the location for each type of land, the number of land plots in the land price list; (iv) Decide on the initial charter capital of the Hoa Binh Provincial Land Development Fund.

Third: Consider amending a number of contents: (i) The project issued with Resolution No. 342/2020/NQ-HDND dated December 9, 2020 of the Provincial People's Council; (ii) Approve the project to improve the organization and operation of the Farmers' Support Fund of Hoa Binh province; (iii) Regulate the cost level for service organizations to pay social assistance to social protection beneficiaries in the province and the policy to support human resource training to improve the quality and capacity of medical examination and treatment for people in Hoa Binh province from 2025 and orientation to 2030. This is an important policy, affecting many beneficiaries. Therefore, it is recommended that delegates study, give opinions, discuss, and carefully consider each content to decide on opinions and unanimously pass the resolution.

Fourth: The Provincial People's Council will consider and dismiss the position of member of the Provincial People's Committee and terminate the duties of the Provincial People's Council delegate for the 17th term, 2021-2026.

For the meeting to achieve good results, I request the delegates of the Provincial People's Council to uphold the spirit of responsibility, promote intelligence, solidarity, democracy, spend time studying documents, give opinions, clearly express views on each content, focus on issues with different opinions, create high unity so that the Provincial People's Council can make correct decisions, meeting the requirements and aspirations of voters and people of all ethnic groups in the province.
