The latest news from the National Center for Hydro-Meteorological Forecasting said that storm No. 7 is moving southwest. The storm's intensity has decreased, but its effects on the sea, coast and mainland are still very worrying.
While storm No. 7 has not passed, the meteorological agency has confirmed that storm Toraji is active in the sea east of Luzon Island (Philippines). It is forecasted that on November 12, the storm will enter the East Sea with a level 9 intensity, gusting to level 11.
To proactively respond to the developments of storm Toraji, on November 10, the Ministry of Agriculture and Rural Development sent a telegram requesting ministries, branches, and Chairmen of People's Committees of coastal provinces and cities from Quang Ninh to Binh Thuan to focus on response.
The key task in the coming hours is to organize the counting of ships and boats; notify owners of vehicles and captains of ships and boats operating at sea of the location, direction of movement and developments of the storm so that they can proactively avoid, escape or not move into dangerous areas.
The Ministry of Agriculture and Rural Development also requested ministries and branches, according to their functions, state management tasks and assigned tasks, to proactively direct and coordinate with localities to respond to the storm's developments. Provinces and cities are directed to prepare forces and means for rescue when required to minimize damage.
