The latest news from the National Center for Hydro-Meteorological Forecasting said that on the evening of November 11, storm Toraji entered the eastern sea of ​​the North East Sea, becoming storm number 8 in 2024.

At 4:00 a.m. on November 12, the center of the storm was at approximately 18.5 degrees North latitude; 118.9 degrees East longitude. The strongest wind near the center of the storm was level 10, gusting to level 12. The storm is currently moving west at a speed of approximately 10 - 15 km/hour.

According to a quick report from the Border Guard's Civil Defense, Disaster Prevention and Search and Rescue Command, the coastal border guards have notified, counted, and instructed 69,706 vehicles/312,600 people about the storm's developments and direction so that they can proactively move around and escape from dangerous areas.

"Currently, there are no vehicles in the danger zone. Vehicles in the affected area are moving to avoid the incident," said the Border Guard's Civil Defense, Disaster Prevention and Search and Rescue Command.

In response to the development of storm No. 8, Quang Nam, Quang Ngai, and Thua Thien Hue provinces have issued a ban on going to sea. On the morning of November 12, the Ministry of Agriculture and Rural Development also issued a telegram requesting ministries, branches, and Chairmen of People's Committees of coastal provinces and cities from Quang Ninh to Binh Dinh to strictly manage vessels going to sea.

In the coming hours, it is necessary to urgently organize a count and notify owners of vehicles and captains of ships and boats operating at sea of ​​the location, direction of movement and developments of the storm so that they can proactively avoid, escape or not move into dangerous areas or return to safe shelters.

Concerns about safety risks of reservoirs and dikes

Along with the impact on the sea, the risk of insecurity for hydroelectric and irrigation reservoirs is also very worrying. Especially in the context of rain that the National Center for Hydro-Meteorological Forecasting has determined will continue until November 13.

According to statistics from the Ministry of Industry and Trade, on the morning of November 12, in the North Central, South Central Coast and Central Highlands regions, there are currently a total of 9 hydroelectric reservoirs operating to regulate water through spillways. In the North Central and South Central Central regions, there are currently 10 irrigation reservoirs operating to discharge spillways.

The risk of dyke insecurity is also assessed by the Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Rural Development) as very worrying. Through review, the sea dyke system and river dyke system in coastal provinces from Quang Ninh to Binh Thuan still have 72 key weak dyke points.

To proactively respond to storm No. 8, the Department of Dyke Management and Natural Disaster Prevention and Control is currently maintaining 24/7 on-duty. At the same time, it is coordinating to send 15.8 million Zalo messages to provide safety instructions to boat owners to avoid storms in the area from Quang Ninh to Binh Thuan.

In the telegram issued on the morning of November 12, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep requested ministries and branches, according to their functions, state management tasks and assigned tasks, to proactively direct and coordinate with localities in responding to the storm. At the same time, they must be on duty seriously (24/24 hours), regularly report to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Natural Disaster Prevention and Control) for timely response instructions.
