In the recent period, the Provincial Party Committee, People's Council and People's Committee have always identified the development of human resources, especially high-quality human resources, as one of the key tasks, having a key significance for the socio-economic development of the province. The province has issued many policies and implemented many specific solutions to improve the quality of human resources, meeting the increasing demands of the labor market.

Currently, the human resources in the public sector have over 2,700 officials and civil servants, with professional qualifications mainly being university and post-graduate; nearly 36,000 civil servants have professional qualifications mainly being university, college and intermediate. The quality of human resources in the business sector is not high, affecting the ability to absorb technology. The trend of labor shifting from the public sector to the private sector has increased, creating more diverse job opportunities.

In recent years, the province has organized many training courses for cadres, civil servants and public employees, achieving a trained labor rate of 64% by the end of 2024. The province's economy is mainly agricultural, but agricultural production development is mainly based on large-scale development without going into depth, productivity and quality are still low; the educational level of the people is uneven; there is a lack of high-quality training facilities, universities, colleges, and vocational training facilities are not strong enough to meet the demand for training highly specialized human resources.
