Currently, the human resources in the public sector have over 2,700 officials and civil servants, with professional qualifications mainly being university and post-graduate; nearly 36,000 civil servants have professional qualifications mainly being university, college and intermediate. The quality of human resources in the business sector is not high, affecting the ability to absorb technology. The trend of labor shifting from the public sector to the private sector has increased, creating more diverse job opportunities.

The province's economy is mainly agricultural, but agricultural production development is mainly based on large-scale development without going into depth, productivity and quality are still low; the educational level of the people is uneven; there is a lack of high-quality training facilities, universities, colleges, and vocational training facilities are not strong enough to meet the demand for training highly specialized human resources.
