Government's action program to make breakthroughs in science, technology development and digital transformation

The Government issued Resolution No. 03/NQ-CP dated January 9, 2025 on the Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

In order to achieve the goals set out in Resolution No. 57-NQ/TW, the Government requires that in the coming time, in addition to regular tasks, ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally run cities need to specify and organize the implementation of 7 key tasks.

One of those tasks is: Raising awareness, making breakthroughs in innovative thinking, determining strong political determination, resolutely leading and directing, creating new momentum and new spirit in the whole society for the development of science, technology, innovation and national digital transformation; urgently and resolutely perfecting institutions; eliminating all thoughts, concepts and barriers that are hindering development; turning institutions into a competitive advantage in the development of science, technology, innovation and digital transformation; increasing investment, perfecting infrastructure for science, technology, innovation and national digital transformation...

New regulations on finding people to adopt children

The Government issued Decree No.   6/2025/ND-CP   January 8, 2025 amending and supplementing a number of articles of the Decrees on adoption; including amending and supplementing regulations on finding people to adopt children.

According to the new regulations, when receiving children's records as prescribed, if there is a Vietnamese citizen permanently residing in the country registering the need to adopt a child as prescribed in Article 16 of the Law on Adoption, the Department of Justice shall check the conditions of the adoptive parent before handing over 01 set of children's records to the adoptive parent and introducing the adoptive parent to the People's Committee at the commune level with the authority to resolve adoption for consideration and resolution in accordance with the provisions of law.

In case there is no Vietnamese citizen permanently residing in the country registering the need to adopt a child, the Department of Justice shall notify the search for a person to adopt the child according to the method and time limit prescribed in Point c, Clause 2, Article 15 of the Law on Adoption.

2 options for classifying irrigation infrastructure assets

The Government issued Decree No. 8/2025/ND-CP dated January 9, 2025 regulating the management, use and exploitation of irrigation infrastructure assets.

The above Decree clearly stipulates the classification of irrigation infrastructure assets according to two options: Classification by asset function and classification by management level.

Support agricultural production damaged by natural disasters and plant pests

The Government issued Decree No. 9/2025/ND-CP dated January 10, 2025, stipulating policies to support agricultural production to restore production in areas damaged by natural disasters and plant pests.

This Decree provides for policies to support plant varieties, livestock, aquaculture, forestry, salt production or part of the initial production costs to restore agricultural production in areas damaged by natural disasters and plant pests.

According to regulations, the support level for aquatic products damaged by natural disasters (including aquaculture, production, and aquaculture breeding) is as follows:

Semi-intensive and intensive aquaculture in ponds (lagoons/tunnels): support of 60,000,000 VND/ha of damaged farming area.

Aquaculture in tanks, cages, rafts: support 30,000,000 VND/100 m3   damaged farming volume.

Other forms of aquaculture: support 15,000,000 VND/ha of damaged farming area.

Credit risk handling mechanism at Vietnam Development Bank

Deputy Prime Minister Ho Duc Phoc signed Decision No.   02/2025/QD-TTg dated January 6, 2025 on credit risk handling mechanism at Vietnam Development Bank.

The Decision stipulates the principles of credit risk handling as follows:

The handling of credit risks by the Development Bank must be carried out in accordance with legal regulations; ensuring full conditions, records and documents as prescribed in this Decision and relevant legal regulations.

The handling of credit risks by the Development Bank must attach responsibility to the Development Bank, borrowers and related organizations and individuals in lending, debt collection and handling.

Organizations and individuals who violate the law and cause credit risks or violate the process of handling debts with credit risks must bear responsibility according to the provisions of this Decision and relevant legal provisions.

The Development Bank uses credit risk reserves to handle risks according to the provisions of this Decision and relevant legal provisions.

Plan to implement the Urban and Rural System Planning for the period 2021 - 2030, with a vision to 2050

Deputy Prime Minister Tran Hong Ha signed Decision No. 28/QD-TTg dated January 5, 2025 promulgating the Plan to implement the Urban and Rural System Planning for the 2021-2030 period, with a vision to 2050.

The objective of the Plan is to implement the Urban and Rural System Planning for the 2021 - 2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 891/QD-TTg dated August 22, 2024 (Urban and Rural System Planning) to ensure effectiveness and efficiency.

Specify tasks, policies and solutions in organizing the implementation of the Urban and Rural System Planning, ensuring the objectives, tasks and contents of the Urban and Rural System Planning approved by the Prime Minister; assign specific responsibilities to ministries, branches and localities according to their functions and tasks to effectively implement the Urban and Rural System Planning.

National program for conservation of endangered, precious and rare wildlife species

Deputy Prime Minister Tran Hong Ha signed Decision No.   49/QD-TTg   On January 8, 2025, the National Program on the conservation of endangered, precious and rare wildlife species prioritized for protection until 2030, with a vision to 2050, was approved.

The objective of the Program is to restore, protect and sustainably develop endangered, precious and rare wildlife species that are prioritized for protection in order to implement the National Strategy on Biodiversity to 2030, with a vision to 2050, contributing to economic and social development in the direction of a green economy, to proactively adapt to climate change.

Plan to implement the Planning of 3 provinces

Last week, Deputy Prime Minister Tran Hong Ha signed Decision No. 55/QD-TTg dated January 9, 2025 promulgating the Plan to implement the Binh Thuan Provincial Planning for the period 2021 - 2030, with a vision to 2050; Decision No. 64/QD-TTg dated January 9, 2025 promulgating the Plan to implement the Quang Nam Provincial Planning for the period 2021 - 2030, with a vision to 2050 and Decision No. 68/QD-TTg dated January 10, 2025 promulgating the Plan to implement the Kon Tum Provincial Planning for the period 2021 - 2030, with a vision to 2050.

Connecting medical examination, treatment, and household registration data to resolve sickness and maternity benefits

Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 69/QD-TTg dated January 10, 2025 on electronic connection of medical examination and treatment data, population data, and civil status data to resolve sickness, maternity, and health recovery benefits.

As a rule, shared data includes:

1- Information and data on the medical field: Hospital discharge papers, Certificate of leave from work to receive social insurance, Birth certificate, Hospital transfer papers, Summary of medical records, Death certificate, Medical examination report, Certificate of maternity leave.

2- Information and data on the judicial field: Birth certificate, Birth certificate extract, Death certificate, Death certificate extract.

3- Information and data on population: Verify citizen information and family relationships of citizens.

Connecting and sharing data online on the network environment between the information system of Vietnam Social Security and data sharing and authentication agencies according to the provisions of Article 23 of Decree No. 47/2020/ND-CP dated April 9, 2020 of the Government on management, connection and sharing of digital data of state agencies.
