In addition to sweating, many officers and soldiers have shed blood, even sacrificed and been seriously injured while on duty, such as the recent incidents in Long An, Lao Cai, Vinh Phuc, Lam Dong, and Bac Kan.
In addition, recently, the situation of fire and explosion has become complicated, with a number of fires causing human losses. In the coming time, students will be on summer vacation, the demand for electricity will increase, posing many potential risks of fire and explosion in facilities, households, and houses for living combined with production and business. If we do not proactively prevent fires, the consequences will be very serious.

To improve the effectiveness of ensuring traffic order and safety, fire prevention and fighting in the context of severe weather, the Minister of Public Security requested the Directors of Public Security of localities to strengthen their advice to local Party committees and authorities to seriously and effectively implement the Party and State's directions in the fields of traffic safety; fire prevention and fighting and rescue, especially Conclusion No. 45-KL/TW of the Secretariat on continuing to implement Directive No. 18-CT/TW of the Secretariat on strengthening the Party's leadership in ensuring traffic order and safety on roads, railways, inland waterways and overcoming traffic congestion; Directive No. 10/CT-TTg of the Prime Minister on strengthening the work of ensuring traffic order and safety on roads in the new situation; Directive No. 01/CT-TTg of the Prime Minister on strengthening fire prevention and fighting in the new situation; There are policies and regimes to encourage officers and soldiers to perform the tasks of ensuring order, traffic safety, fire prevention, fire fighting, and rescue, especially in the current harsh weather context.
The local police directors direct officers and soldiers of the traffic police, fire prevention, fire fighting and rescue police to strictly comply with orders, instructions and work plans to ensure traffic order and safety, fire prevention, fire fighting and rescue; in the process of performing tasks, it is necessary to proactively prevent, combat and strictly handle subjects who have acts of opposing people on duty.
Mobilize and have timely incentive policies and regimes for officers and soldiers of the Traffic Police force, promote the spirit of "Fighting for the people, serving the people". Local police have stepped up propaganda with rich and diverse content and forms to people about the risk of fires at facilities and households, providing guidance on knowledge and skills in fire prevention, fire fighting, escape, safe use of electricity, fire and explosion prevention, and drowning prevention, especially for students.
Focus on completing the targets assigned by the Prime Minister in Directive No. 01/CT-TTg, from now until September 30, 2023, mobilize 50% of households to equip themselves with a fire extinguisher and each family must have at least one person trained in fire fighting and escape skills, and complete 100% nationwide by December 31, 2023; complete the construction of the Inter-family Fire Prevention and Fighting Safety Team before June 30, 2023 and organize drills for 100% of the Inter-family Fire Prevention and Fighting Safety Team in the third quarter of 2023; pay attention to practicing fire fighting plans, rescue plans for the Management Board of apartment buildings, collective house management units and mobilize and guide households with "tiger cages" to open emergency exits, 100% of houses with 2 floors or more have a second emergency exit to escape when a fire or explosion occurs.
The Minister of Public Security requested the Director of the Traffic Police Department, the Fire Prevention, Fire Fighting and Rescue Police Department to increase the motivation of officers and soldiers on duty on the roads and at the scene; coordinate with the Department of Personnel Organization and the Department of Financial Planning based on the nature and level of the regime and policies to motivate officers and soldiers to excellently complete the task of protecting the peaceful and happy life of the people, especially in the context of the current harsh weather.
The Director of the Fire Prevention, Fire Fighting and Rescue Police Department has a plan to implement the targets assigned by the Prime Minister in Directive No. 01/CT-TTg and research and propose a nationwide launch date for simultaneous implementation.
The Minister requested the Heads of Public Security of units and localities to disseminate the content of this Telegram to all officers and soldiers for serious implementation.
