Teacher salary table 2025 when basic salary is not increased

During the period before salary reform is implemented, cadres, civil servants and public employees will continue to receive current allowances.

According to Resolution 159/2024/QH15, in 2025, the National Assembly unanimously approved the following content:

No increase in public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for meritorious people in 2025.

Therefore, in 2025, the teacher salary will still be applied at 2.34 million VND/month according to Decree 73/2024/ND-CP and the teacher salary table in 2025 will remain the same as in 2024. Specifically:

In addition to not increasing salaries for officials, civil servants and public employees, according to Conclusion 83-KL/TW, salary reform is expected to be implemented after 2026.

At the same time, the Government submitted to the National Assembly the content of the draft Law on Teachers in Submission 656/TTr-CP dated October 17, 2024, mentioning the content that teachers will continue to receive seniority allowances until the new salary policy is implemented.

Thus, during the period before salary reform is implemented, cadres, civil servants and public employees will continue to receive current allowances and teachers will continue to receive the following allowances:

- Special allowance for teachers who are artisans;

- Allowances for teachers of the disabled, including:

• Responsibility allowance

• Preferential allowances

- Allowance for teachers working in areas with special difficulties:

• Attractive allowance

• Long-term service allowance

• Initial and relocation allowances

• Mobility allowance

• Allowance for teaching ethnic minority languages

- Seniority allowance.
