On the afternoon of March 25, at the 7th Conference of specialized National Assembly deputies, delegates discussed the Draft Law on Teachers (amended).

According to the report on explanation, acceptance and revision of the Draft Law on Teachers by the National Assembly Standing Committee, teachers in public educational institutions are civil servants; therefore, teachers' salaries are implemented according to the administrative career salary scale applicable to civil servants.

The Draft Law stipulates that teachers' salaries are ranked highest in the administrative career salary scale system. Teachers also receive preferential allowances and other allowances depending on the nature of their work and the region. Therefore, the National Assembly Standing Committee proposes not to stipulate a separate salary scale for teachers. At the same time, the regulation of flexible teacher salary scales according to educational levels also needs to be carefully studied in the process of developing salary policies according to job positions, this content has not been stipulated in the Draft Law.

The National Assembly Standing Committee has directed the revision of the Draft Law in the direction of assigning the Government to specify in detail the salaries and allowances for teachers. The reservation of seniority allowances for teachers has been stipulated in the transitional provisions, while the salary arrangement for those who are on probation, on probation, and guest teachers will be specified in detail in the implementation guidance document.

The Draft Law on Teachers (amended) this time also adjusted in the direction of adjusting, removing the regulation that teachers who are ethnic minorities are naturally entitled to higher salaries and allowances. The regulation that preschool teachers and primary school homeroom teachers are entitled to higher salaries than teachers at other levels is also no longer in order to ensure fairness and equality among teachers.

In addition, another noteworthy revised content is to remove the regulation of increasing starting salary by 1 level for newly recruited teachers to ensure correlation with civil servants and workers in other sectors and fields.

Participating in the discussion on salary and allowance policies for teachers, National Assembly delegate Duong Khac Mai (Dak Nong Provincial Delegation) agreed with the regulation that teachers' salaries are ranked highest in the administrative and career salary scale system. According to the delegate, for the policy to be effectively implemented, the ranking of the highest salary in the salary scale system must go hand in hand with the quality of teachers to improve the quality of education, develop high-quality human resources; develop people to meet the requirements of industrialization, modernization and international integration.

Delegate Duong Khac Mai emphasized that, along with implementing specific policies on salaries, the law enforcement process needs to have regulations to improve the quality of the teaching staff, gradually building a team that is truly good at expertise, fully meeting the regulations on teacher ethics, dedication, and responsibility for the profession.

"The draft Law should be assigned to the Government to have a roadmap to review, arrange, select, and attract teachers to improve the quality of teachers," delegate Duong Khac Mai suggested.

Speaking at the conference, National Assembly delegate Hoang Van Cuong (Hanoi delegation) expressed his agreement with the regulation in the draft Law on Teachers that teachers' salaries are ranked highest in the administrative career salary scale system, but the delegate also noted that this content has been in Resolution 29-NQ/TW of the Central Committee "on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration" for more than 10 years and if the regulation as in the Draft Law is still difficult to put into practice.

“The salary scale has grades, within grades there are sub-grades, and then there are steps. So what does it mean to say the highest rank, is it in the highest grade or the highest level? The general regulations cannot be used to rank, and are still just slogans” - delegate Hoang Van Cuong raised the issue and suggested more specific regulations.

Another content that delegate Hoang Van Cuong expressed concern about was the regulation prohibiting forcing students to participate in extra classes because "not all forcing students to take extra classes is bad". The delegate gave the example of many dedicated teachers who, when seeing that students are weak and cannot keep up with their friends, ask them to stay after class to take extra classes. This behavior of teachers is not only not bad but also humane and only occurs in dedicated teachers. Therefore, the delegate proposed to only prohibit the act of forcing students to take extra classes for personal gain.
