The Standing Committee of the Provincial Party Committee gave opinions on the reports of the Party Committee of the Provincial People's Committee on allocating investment capital sources to create development momentum for the province.

On March 11, under the chairmanship of comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, the meeting of the Provincial Party Standing Committee was held to give opinions on a number of reports of the Party Committee of the Provincial People's Committee on the allocation of investment capital sources to create momentum for socio-economic development of the province and a number of other important contents.

In order to implement the investment policy of the National Target Program on New Rural Construction for the period 2021-2025, the Party Committee of the Provincial People's Committee has submitted to the Standing Committee of the Provincial Party Committee for comments on the allocation of development investment from the central budget in 2024 to implement the National Target Program on New Rural Construction for the period 2021-2025 in the province - phase 2. According to the plan to allocate the central budget in 2024, it is over 530 billion VND, phase 1 has allocated over 196 billion VND; phase 2 plan allocates over 334 billion VND. With the method of the central budget capital level in 2024 allocated to projects not exceeding the medium-term capital plan for the period 2021-2025 approved by the Provincial People's Council (after deducting the accumulated capital allocated until the end of 2023) and not exceeding the capital demand proposed by localities. Priority order of capital support for completed projects with approved final accounts: Cumulative capital allocation must be 100% of the support level from the central budget development investment capital source approved by competent authorities, ensuring that it does not exceed the value of completed and finalized volume.

Director of the Department of Natural Resources and Environment Le Sy Nghiem presented the reports of the Party Committee of the Provincial People's Committee.

At the conference, the Party Committee of the Provincial People's Committee also submitted to the Standing Committee of the Provincial Party Committee for comments on the following documents: On adjusting the list and plan for development investment capital from the Central budget for the period 2021-2025 to implement the National Target Program on New Rural Construction for the period 2021-2025 in the province;

Report on the List of projects requiring land recovery, projects to change the purpose of using rice-growing land, protective forest land, special-use forest land and decision on policy to change the purpose of using forests in the province in 2024 - phase 2;

Report on the Plan to adjust and supplement the source of capital to increase the central budget revenue with a target to reinvest in Thanh Hoa province according to the provisions of Resolution No. 37/2021/QH15 dated November 13, 2021 of the National Assembly on the Medium-term Public Investment Plan of capital to increase revenue, save provincial budget expenditures, central budget capital (reserve mobilization capital) for the period 2021-2025 in Resolution No. 426/NQ-HDND dated September 29, 2023 of the Provincial People's Council.

Concluding the conference, Provincial Party Secretary Do Trong Hung stated: The Provincial Party Standing Committee basically agreed with the lists and reports of the Party Committee of the Provincial People's Committee, and assigned the Provincial People's Council Committees to conduct the examination in accordance with the provisions of law, to submit to the Provincial People's Council at the upcoming session, contributing to the socio-economic development of the province.
