In fact, many planning projects are still slow in progress due to many reasons, including waiting too long for the step of getting opinions from superiors. The content of opinions is professional and must be agreed in writing by superiors before the planning approval authority can approve the project.
Mr. Ngo Ngoc Hung - Deputy Director of the Department of Construction said that this is almost an appraisal step and is also the reason for the prolonged planning time of many projects in recent years.
“District-level projects sent to the department or files such as Duy Hai - Duy Nghia new urban area, Binh Minh new urban area... each time we get opinions, it will definitely take several months of waiting.
If the current regulations are still maintained, it is necessary to study and allow the planning establishment and approval agency to seek opinions from superiors, but only for reference. The authority of the planning establishment and approval agency can accept or not accept and have an explanation instead of having to have a unified opinion as it is now," said Mr. Hung.
Mr. Dang Huu Phuc - Vice Chairman of Duy Xuyen District People's Committee said that a planning project established by the district level must now be consulted by higher authorities, specifically the Department of Construction, twice at the time of establishing the task and the project.
“These planning projects should be considered for comments only once. If comments were taken when establishing the task, they should not be taken when establishing the project and vice versa. Because the appraisal and approval of the project is the responsibility of the district level, but just waiting for comments can take up to a year, while the implementation process is also the responsibility of the approving agency,” Mr. Dang Huu Phuc suggested.
Practice in Quang Nam shows that in previous years, there were projects that took 4-5 years from the time of planning task establishment to planning approval.
This has led to a lot of changes in the actual socio-economic context of the areas included in the planning, inevitably causing many contents of the planning project to not keep up with the development of that area.
Currently, the Law on Urban and Rural Planning is in the drafting process, once passed it will cover the management of planning. Therefore, it is necessary to review the process of obtaining consensus opinions in order on planning projects to make appropriate adjustments, creating conditions for planning projects to soon come into practice, paving the way for the socio-economic development process of localities.
