According to the draft urban design dossier (scale 1/2,000) of the coastal route, the route along Co Co river from Dien Ban town to Hoi An city assigned by the Provincial People's Committee to the Department of Construction, the urban design area has an area of about 2,811 hectares including 2 sub-zones.
In which, subdivision 1 is planned as a high-quality coastal tourist landscape route with 3 main functions: tourism service project area; public function area and existing village area to renovate and embellish works.
Zone 2 is planned as a landscape, ecological, historical and cultural route of Quang Nam with 3 main functions including green trees along Co Co river; concentrated public service green space and project area.
Mr. Nguyen Hiep Dinh - representative of the consulting unit of the Center for Transfer of Construction Planning Technology under the National Planning Institute (Ministry of Construction) recognized that the coastal area, along the Co Co River from Dien Ban town to Hoi An city is a key area for development and investment attraction.
Therefore, effective management tools are needed to carry out construction according to planning, especially in terms of landscape architecture space.
Therefore, the construction project aims to orient the urban image and architectural space according to the nature and development goals of each coastal area and the Co Co riverside.

According to Mr. Nguyen Hiep Dinh, the completed project will also recommend that new construction projects along the coastal route and Co Co River are not allowed to have negative impacts on the landscape and characteristics of the area and must have a consistent modern architectural style for the entire area, especially complying with design regulations on construction density, height, green trees along the river and coast; technical infrastructure connection, traffic, etc.
People must benefit
At the review conference (organized by the Vietnam Fatherland Front Committee of Dien Ban town), most opinions said that the project needs to closely follow the real life of people in the area.
In particular, the people must be the main beneficiaries of the benefits that the planning brings. Specifically, the project needs to pay attention to utilities and community living spaces such as parks, schools, supermarkets, etc.
In fact, when businesses invest in construction of some coastal projects, they always keep the sea area in the project, which is automatically the area managed by the business.
Mr. Tran Dan - Head of the Front Work Committee of Viem Minh block (Dien Ngoc ward) expressed concern when the project emphasized the goal of exploiting transportation on Co Co river for cargo ships under 50 tons and passenger ships over 50 passengers associated with the development of a waterway serving tourism on the Hoi An - Da Nang route, while some bridges across the river are too low in height.
Mr. Dinh Van Vinh - Head of the Front Work Committee of Ha Quang Bac block (Dien Duong ward) said that the implementation of the project in practice needs to set a specific time, avoiding prolongation that affects people's lives. In particular, it is necessary to reserve land for people to store boats and fishing gear during the rough sea season because the majority of people in the area are fishermen, but the planning does not mention this issue.
With 14 opinions at the review conference, most of them recognized that the construction of the project is very important in helping to create a beautiful sea space, contributing to the economic development of the eastern Dien Ban region. However, it is necessary to consider some issues related to people's lives, so that they can truly enjoy the benefits.
Mr. Le Tan Minh - Vice Chairman of Dien Duong Ward People's Committee acknowledged that Co Co is a very beautiful river, so it needs to be designed in accordance with the green urban development process. At the same time, the completion of the project needs to focus on connecting the synchronous drainage system of residential areas along the river and the sea when heavy rain lasts for a long time, because this is the reality that has been happening in some residential projects in the area recently.

Accordingly, the project aims to implement the coordination and supplementation of management regulations to review and synthesize the management contents of public spaces in riverside and coastal areas, as a basis for localities to refer to and decide on a number of related issues. Therefore, comments and criticisms will be an important basis for the unit and consultant to complete the project in the coming time.
