On the morning of December 4, the 17th Hanoi Party Committee Executive Committee held its 20th Conference to consider many important issues. Politburo member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Bui Thi Minh Hoai chaired the Conference.
Co-chairing the Conference were Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Tran Sy Thanh; Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan.

At the Conference, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong presented the Proposal on reviewing and promulgating the 2025 Work Program of the City Party Committee Executive Committee, the Standing Committee of the City Party Committee, and submitting it to the City Party Committee Executive Committee for consideration and approval at the 20th Conference of the City Party Committee Executive Committee.
According to Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, based on the Resolution of the 17th Congress of the City Party Committee, the Working Regulations of the City Party Committee, the Full-term Work Program of the Executive Committee of the Hanoi City Party Committee, the Standing Committee of the City Party Committee reports to the City Party Committee Executive Committee on the development of the Draft Work Program for 2025 of the Executive Committee of the City Party Committee, the Standing Committee of the City Party Committee (referred to as the Work Program for 2025 of the City Party Committee).
According to the 2024 Work Program of the City Party Committee, up to now, 5/5 conferences of the City Party Executive Committee, 22/24 conferences of the Standing Committee of the City Party Committee have been organized (2 more conferences will be held in December 2024).
Reviewing the number of contents expected to be included in the 2025 Work Program of the City Party Executive Committee and the Standing Committee of the City Party Committee, the Standing Deputy Secretary of the City Party Committee said that based on the proposed contents of agencies and units, the Office of the City Party Committee synthesizes and reviews the authority according to the Working Regulations of the City Party Committee and selects appropriate contents within the authority to propose to include in the draft 2025 Work Program of the City Party Committee, reports and asks for opinions from the Standing Committee and the Standing Committee of the City Party Committee.

According to Standing Deputy Secretary of the City Party Committee Nguyen Van Phong, based on the opinions of the Standing Committee, the Standing Committee of the City Party Committee, the Office of the City Party Committee has completed the draft of the 2025 Work Program of the City Party Committee and advised the Standing Committee of the City Party Committee to submit it to the City Party Committee Executive Committee for consideration and approval at the 20th City Party Committee Conference. For the proposed contents of the units (104 contents) that are not under the authority of consideration, for the policy of the Standing Committee, the Standing Committee of the City Party Committee, the City Party Committee Executive Committee, the Standing Committee of the City Party Committee will direct the City Party Committee Office to notify the units to submit to the competent authority for consideration according to the regulations.
Proposed 2025 Work Program: (1) Resolution of the 17th City Party Congress; Action Program to implement the Resolution of the 17th City Party Congress. (2) Working Regulation No. 09-QC/TU dated June 22, 2023 of the City Party Executive Committee, the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee, term XVII, 2020 - 2025; Decision No. 7799-QD/TU dated November 14, 2024 of the City Party Committee on amending and supplementing the content of Working Regulation No. 09-QC/TU dated June 22, 2023 of the City Party Committee. (3) Work Program for the entire term of the Hanoi Party Executive Committee, term XVII, 2020 - 2025 (Program No. 11-CTr/TU dated December 4, 2020 of the City Party Committee). (4) Based on the registration content of agencies, units and the practical situation of the City Party Committee.
Accordingly, the development of the work program must ensure the leadership and direction of the successful implementation of the Resolution of the 12th National Congress of the Party, the Resolution of the 17th City Party Congress, and the work programs of the City Party Committee; at the same time, concretize the entire-term work program of the City Party Committee in conjunction with the effective implementation of the major orientations of the Party and the General Secretary on the new development era - the era of the Vietnamese nation's rise, the orientations for the development of the Capital to 2030, with a vision to 2045 as required by the Politburo in Resolution 15-NQ/TW dated May 5, 2022.
Along with that, inherit and absorb the main contents, which are periodic in nature according to the annual work program of previous terms, ensuring compliance with the Working Regulations of the City Party Committee...
The draft 2025 Work Program includes 4 main items.
Regarding the structure and content, Standing Deputy Secretary of the City Party Committee Nguyen Van Phong said that the Draft Work Program for 2025 (as of mid-October 2025 - the expected time to hold the 18th City Party Congress) includes 4 main sections. Specifically: Section I. Key tasks: Overview of 5 key task groups in the leadership and direction of the City Party Committee and the Standing Committee of the City Party Committee in 2025. Section II. Content and number of City Party Committee conferences: It is expected that there will be 4 regular City Party Committee conferences with 23 contents and a number of thematic conferences (if necessary).
The content of the conferences basically follows the entire working program of the City Party Committee; at the same time, there are adjustments and supplements to suit the practical situation and tasks of the Party Committee and the City Party Executive Committee.
Section III. Contents and number of meetings of the Standing Committee of the City Party Committee: As of mid-October 2025, there are expected to be 19 regular and extraordinary meetings (if necessary); the total number of contents expected to be submitted to the Standing Committee of the City Party Committee is 72, divided into areas of work, including: (1) On preparing for party congresses at all levels: 6 contents; (2) On the field of Party building: 27 contents; (3) On the field of building the government and mass organizations: 4 contents; (4) On leadership and direction of implementing socio-economic development tasks: 35 contents.
Section IV. Contents of the meeting between the Standing Committee of the City Party Committee - People's Council - People's Committee with leaders of districts, towns and departments, branches and sectors of the city: This is a quarterly periodic content of the city; the specific content of each meeting will be proposed by the Party Committee of the City People's Committee, the Party Committees and the Office of the City Party Committee and based on the practical situation of the city.
