According to the Department of Labor, War Invalids and Social Affairs of Bac Giang province, the province currently has great opportunities to develop the semiconductor and artificial intelligence ( AI) industries. The development of the semiconductor and AI industries not only helps Bac Giang increase its value in the global supply chain but is also a stepping stone towards a potential digital economy. It is forecasted that by 2030, Bac Giang will need over 20,000 workers in the semiconductor and AI industries, of which over 18,000 will be newly trained.
However, currently, human resources serving the semiconductor and AI industries in Bac Giang are still lacking in quantity, and their professional qualifications have not kept up with demand; intermediate, college, and university levels and above have hardly received in-depth training in the fields of semiconductors and AI.
The quantity and quality of highly qualified cadres, civil servants and public employees are still low, failing to meet practical needs in the new situation, especially the lack of experts in key fields.

Bac Giang plans to attract officials, civil servants, and public employees who are recognized as meeting the standards for the title of professor when they are hired to work, to receive a lump sum of 1 billion VND/person; associate professor title 600 million VND/person; people with a doctorate degree 250 million VND; people with a master's degree in computer science, computer engineering, software engineering, information security, semiconductor technology, AI, mechanical engineering (100 million VND/person). People with a university degree in computer science, computer engineering, software engineering, information security, semiconductor technology, AI (50 million VND/person).
Training support policy for cadres, civil servants and public employees recognized as meeting the standards for the title of professor (1 billion VND/person); meeting the standards for the title of associate professor (600 million VND/person); those awarded a doctorate degree (250 million VND/person). Those awarded a master's degree in computer science, computer engineering, software engineering, information security, semiconductor technology, AI, and mechanical engineering (100 million VND/person).
Training support policy for vocational teachers with doctoral degrees (VND 250 million/person); those with master's degrees (VND 100 million/person). Those with certificates, training certificates, and advanced professional training in fields and occupations serving the semiconductor industry, AI, training programs, pedagogical training, and national vocational skills assessment (maximum of VND 5 million/person).

The policy to support undergraduate, master's and doctoral training abroad includes support for tuition fees and airfare, with a tuition fee support level of 15 million VND/person/course; support for one-way economy class airfare according to actual costs, not exceeding 15 million VND/person.
At the same time, learners can borrow capital through their households from the budget capital of Bac Giang province entrusted through the branch of the provincial Social Policy Bank and do not have to guarantee the loan, the maximum loan amount is not more than 50 million VND/school year and not more than 150 million VND/learner. The loan interest rate is 5%/year; the overdue debt interest rate is 130% of the loan interest rate. Learners must repay the principal and interest of the loan for the first time from the date of completion of the 12-month course.
Also according to the Department of Labor, War Invalids and Social Affairs of Bac Giang province, the total amount of money spent on policies to attract and train human resources is expected to be more than 180 billion VND, in the period of 2025 - 2030.
