NDO - According to the new regulations on extra teaching and learning, there are three groups of people who are allowed to take extra classes in schools. However, the extra teaching and learning of these groups is the responsibility of the school and students are not charged any fees.
One of the new points in Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning is that the Ministry of Education and Training stipulates three subjects that are allowed to teach and learn extra in schools but are not allowed to collect money from students, including: Students whose final semester subject results are not satisfactory; Students selected by the school to foster excellent students; Final year students who voluntarily register to review for entrance exams and graduation exams according to the school's education plan.
In addition, in order to limit the practice of teachers sending their students, with the above-mentioned subjects, to teach outside, the new Circular also stipulates that teachers at schools are not allowed to teach outside the school for money to students that the teacher is assigned to teach by the school according to the school's educational plan.
Regarding the cost of organizing extra teaching and learning, the three above-mentioned subjects are the responsibility of the school to train and are included in the school's educational plan to meet the school's educational goals, ensuring the rights of all students to meet the program's requirements and not collect tuition fees from students.
Head of Secondary Education Department, Ministry of Education and Training Nguyen Xuan Thanh explained: "With that program, that team, but there are still students who have not achieved the required level, the school must be responsible for extra teaching, also known as knowledge remediation."
Regarding the students selected for training excellent students, according to Department Head Nguyen Xuan Thanh, this number is not much and not all students are selected in all subjects, so organizing extra classes is also the responsibility of the school.
As for grade 9 and grade 12 students who are reviewing for the transfer exam and graduation exam, they can take extra classes at school. However, organizing review classes for final year students must be part of the school's education plan, and the school must proactively decide, arrange, and schedule it, and must not collect money from students.
"The school can completely arrange teachers in charge of subjects in a reasonable way to reserve time for exam review, helping students consolidate and summarize knowledge" - Department Head Nguyen Xuan Thanh said.
The Circular also stipulates that the arrangement of classes, assignment of teachers, arrangement of timetables and organization of extra teaching and learning in schools must ensure the following requirements: Extra classes are arranged by subject for each grade; each class has no more than 45 students; in a week, each extra subject has no more than 2 periods to ensure that it does not exceed the average number of periods of subjects according to the regulations of the general education program; extra teaching hours are not arranged alternately with the timetable for implementing the main curriculum to limit the negative effects of forcing students to take extra classes; extra teaching content is not taught in advance compared to the distribution of the subject curriculum in the school's education plan.
“For any subject, extra teaching should not exceed 2 periods/week” – Head of Secondary Education Department Nguyen Xuan Thanh emphasized. In addition, teachers need to guide students on self-study and self-discovery methods to absorb the content learned in class, avoiding the practice of forcing knowledge into extra classes, which is ineffective.
The regulation of three subjects of extra teaching and learning in schools is aimed at schools that do not have extra teaching and learning, so students do not have to take too many extra classes, causing unnecessary pressure and fatigue. Instead, after school hours of subjects according to the program, students have time and space to participate in fun activities, practice sports, and other gifted subjects, etc.
