To be allowed to teach in school or outside school, teachers need to meet the conditions according to new regulations.
Although Circular 29/2024 has been in effect for more than a month, issues related to extra classes and tutoring are still being discussed by many people on forums and social networking sites. Notably, many people are interested in the conditions for participating in tutoring.
Accordingly, to meet the legal conditions for tutoring according to Circular 29/2024, teachers need to comply with the following regulations:
Tutoring in school
Teachers are only allowed to organize free tutoring for students belonging to 1 of the following 3 groups:
- Students have unsatisfactory results in the final semester of the previous semester.
- Students are selected by the school to nurture excellent students.
- Senior students voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
At the same time, each extra class must not have more than 45 students and each subject must not have more than 2 extra classes per week. Do not arrange extra classes in between the regular schedule and do not teach content ahead of the program distribution.

Tutoring outside school
Extracurricular tutoring establishments must register their business and publicly disclose information about the subjects, duration, location, form, time of organization, list of teachers and tuition fees before enrolling students.
Teachers who want to teach outside of school must ensure that they have good moral qualities and professional competence appropriate to the subjects they teach. At the same time, teachers must report to the Principal about the subjects, locations, forms and times of teaching.
In case teachers are teaching at public schools, they are not allowed to participate in the management and operation of extracurricular teaching facilities outside of school but can participate in teaching.
Principles of extra teaching and learning
Article 3 of Circular 29 stipulates that extra teaching and learning can only be organized when students have the need to learn extra and have the consent of their parents or guardians. Schools, organizations, and individuals organizing extra teaching and learning must not use any form to force students to learn extra.
The content of extra teaching and learning must not be contrary to the provisions of Vietnamese law and must not contain prejudices about ethnicity, religion, occupation, gender, or social status. The content of teaching according to the school's educational plan must not be reduced to include extra teaching.
Extra teaching and learning must contribute to developing students' qualities and abilities; must not affect the organization and implementation of the school's educational program and the implementation of teachers' subject programs.
The duration, time, location and form of organization of extra teaching and learning must be suitable for the psychology and age of the students, ensuring the health of the students; comply with the provisions of law on working hours, overtime hours and the provisions of law on security, order, safety, environmental sanitation, fire prevention and fighting in the area where extra teaching and learning classes are held.
