Tutoring and learning centers skyrocket
Mr. Cuong agreed with the issuance of Circular 29/2024/TT-BGDDT (Circular 29). For Hanoi, educational institutions must strictly implement this content. Currently, 100% of schools have signed a commitment to implement Circular 29.
Also according to the head of the capital's education sector, after a month and a half of implementing Circular 29, a number of problems have arisen.

"The number of centers with the function of teaching and learning in Hanoi and registered businesses has increased significantly. According to initial statistics, up to now, Hanoi has about 15,000 centers and businesses providing teaching and learning in Hanoi," said Mr. Cuong.
Also according to the Director of the Hanoi Department of Education and Training, through surveys and inspections at the commune and ward levels, the fees for extra classes outside are much higher than before, even though it is voluntary.
The current difficulty is that we do not have sanctions to handle violations related to extra teaching and learning, the pressure of time and resources for inspection at the commune level is very difficult, and the number of people performing the task is very small.
"Due to the lack of understanding of the regulations on extra teaching and learning, there are still many conflicting opinions on social networks. In particular, the Ministry of Education and Training acknowledges that the Ministry of Public Security is very active in preventing malicious information about Circular 29."

Regarding Circular 29, Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that the industry agrees with the implementation.
Of which, 93% of schools here switched to teaching 2 sessions/day.
With a high rate of schools teaching 2 sessions/day, Mr. Quoc hopes that the ministry will have specific instructions on teaching 2 sessions/day to unify and create favorable conditions when implementing Circular 29.
"Currently, the Department of Education and Training of Ho Chi Minh City has organized more than 11 inspection teams to inspect more than 31 schools from primary to high school.
In addition, the city recorded the number of additional teaching and learning units at the time of implementing Circular 29 at about more than 10,000.
The city is also concerned and worried about how to organize extra teaching and learning to ensure teaching time, fire prevention and fighting safety, and ensure students' health during extra teaching and learning in a clear way," said Mr. Quoc.
Mr. Quoc proposed that to ensure fairness and transparency in extra teaching and learning, it is necessary to comprehensively implement testing and evaluation work, because there are still some schools that use scores to require students to participate in extra classes.
"To implement Circular 29 comprehensively, it is possible to review and revise other circulars on testing and assessment; testing and assessment should focus on using the question bank of the Ministry or Department of Construction on a suitable basis or using independent testing units to organize exams in schools.
From there, it is possible to check and monitor whether teachers' teaching organization ensures program objectives and knowledge and skills or not," Mr. Quoc suggested.

Criticize 19 provinces and cities for not reporting on extra teaching and learning
Dr. Thai Van Tai, Director of the General Education Department (Ministry of Education and Training), said that currently, there are 4 provinces nationwide that have regulations on extra teaching and learning, including: Long An, Ca Mau, Hai Duong, and Binh Duong.
Nationwide, 44 provinces have reported, and the Ministry has severely criticized 19 provinces that have not reported on the implementation of extra teaching and learning.
According to Mr. Tai, reports from the Departments of Education and Training, inspected educational institutions, and direct opinions from teachers, administrators, and parents recorded at working sessions with the Ministry of Education and Training all confirmed the correctness of managing extra teaching and learning activities, helping educational institutions have direction in implementation.
For students, the Circular's regulations limit the widespread and illegal situation of extra teaching and learning.
In some localities, many places have taken action very promptly. Some localities strictly inspect and handle teachers who violate regulations on extra teaching and learning such as Bac Giang. Hai Phong has included in the draft that after 7:30 p.m., extra teaching and learning activities, even if they comply with regulations, cannot be carried out...
Regarding the shortcomings and limitations, the Ministry of Education and Training assessed that there are still some managers and teachers who do not fully understand the regulations and spirit of Circular No. 29, so there are conflicting opinions.
The delay in issuing guidance documents by localities has caused confusion in implementing regulations on extra-curricular teaching, causing some teachers who want to teach extra classes to be confused and worried.
Many schools, due to not fully understanding the circular, suddenly stopped extra classes in schools, affecting the psychology of students and parents, causing conflicting opinions in the media.
