(Dan Tri) - The former Principal of Bac Lieu University proposed that it is necessary to study the reduction of emulation levels and salary levels for teachers who violate regulations on extra teaching and learning.
On the afternoon of March 25, the Vietnam Fatherland Front Committee (VFF) of Bac Lieu province held a conference to provide social feedback on the draft decision of the provincial People's Committee on extra teaching and learning in the area.
At the conference, many delegates said that it is necessary for the Provincial People's Committee to have regulations for implementation. However, there should be specific regulations for effective management of extra teaching and learning.
Mr. Nguyen Vu, former Chairman of the Union of Literature and Arts Associations of Bac Lieu province, analyzed that the need for extra classes is necessary because in reality there are cases where extra classes are needed to improve their qualifications, helping them regain their basic knowledge when necessary. Therefore, not only students but also parents must be responsible for their children's extra classes.

Mr. Dinh Van Manh (Advisory Council of the Vietnam Fatherland Front Committee of Bac Lieu province) said that extra teaching in schools needs to be studied and specifically regulated on the number of periods/year for each subject that really needs extra teaching and learning; clearly stipulate the amount of money/period for each level (junior high school, high school).
"This is to be used as a basis for the education sector to annually estimate the budget and propose to the Provincial People's Committee to allocate funds for payment," Mr. Manh commented.
Regarding extra teaching and learning outside of school, according to advisory board members, in reality, many parents have the need to invite teachers to teach their children; or teachers organize extra teaching at home with about 10 students.
"So, in this case, is it necessary to register for extra teaching and learning outside of school?", Mr. Manh raised the issue and said that it is necessary to study specific regulations on the number of students at each location (at home) that must be registered for business, in order to ensure that the management of extra teaching and learning is in accordance with regulations.
In response to the opinions of delegates and members of the advisory council, Mr. Ngo Vu Thang, Vice Chairman of the Bac Lieu Provincial People's Committee, requested the Department of Education and Training to fully absorb and filter opinions in accordance with the direction of the Ministry of Education and Training, the Provincial People's Committee and the actual conditions in the locality.
