In Official Dispatch No. 1581/BGD&DT-GDPT, the Ministry of Education and Training requested the provincial People's Committee to only review and determine the current state management contents of education at the district level to adjust and transfer to the provincial level (Department of Education and Training) or the commune People's Committee for management; carry out administrative activities related to education to operate normally, smoothly, continuously without interruption, without affecting the normal activities of society, people and businesses.
Commune authorities manage education for secondary schools, primary schools, and kindergartens.
In the document, the Ministry of Education and Training requested the People's Committees of localities to maintain the educational public service units and at the same time transfer to the commune-level authorities the function of state management of education for kindergartens, primary schools and secondary schools.
This is an implementation step according to Conclusion No. 137-KL/TW dated March 28, 2025 of the Politburo and Secretariat on the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model.

Provincial People's Committees are responsible for directing specialized agencies to issue documents guiding the transfer of state management of education - currently undertaken by district level - to provincial specialized agencies and commune People's Committees when implementing the arrangement and reorganization of two-level local governments.
This transfer must ensure that administrative activities related to the education sector take place normally, smoothly, continuously, without interruption, and without affecting people's lives, business operations and society.
The Ministry of Education and Training also requested the provincial People's Committees to step up propaganda and dissemination of the Party, National Assembly, Government's guidelines and the Ministry's guidance in ensuring the quality and efficiency of public educational institutions when implementing the two-level local government model.
At the same time, it is necessary to seriously carry out inspection and examination work to promptly detect and correct difficulties, problems or violations (if any).
The Department of Education and Training carries out the arrangement, mobilization and secondment of teachers.
The Ministry of Education and Training recommends that localities, in the process of arranging and transferring district-level management work to the Department of Education and Training or to the commune, must ensure that administrative activities related to education take place normally, smoothly, continuously, without interruption, and without affecting people's lives, business activities and society.
State management contents in the field of education must be assigned to competent professional agencies to ensure the implementation of tasks related to deciding on job positions, financial norms, assigning staff and allocating budget for the education sector in the province.

Decentralization needs to be carried out strongly but without loosening management; ensuring that there is no omission, division or interruption of professional management contents and quality assurance conditions in the national education system.
The Ministry of Education and Training emphasized that state management of professional content, recruitment, arrangement, transfer, secondment and development of teaching staff should be assigned to the provincial professional agency (Department of Education and Training) to implement uniformly throughout the province. This is to ensure general regulation and timely handling of local teacher surplus and shortage among localities.
Previously, on April 7, the Government issued Resolution No. 74/NQ-CP promulgating the Plan to implement the arrangement of administrative units and build a 2-level local government organization model.
The Government assigned the Ministry of Education and Training to issue guidelines to ensure the maintenance and improvement of the quality and efficiency of educational and training facilities in administrative units undergoing rearrangement and reorganization.
