Shrimp farming model using recirculating system of farmers in Thot Lot hamlet.
According to the national criteria for building a new rural commune, to successfully build a model new rural commune, the commune must complete the prescribed criteria and have 01 hamlet recognized as a smart new rural hamlet. In 2023, Long Vinh commune chose Thot Lot hamlet to build a smart new rural hamlet.
According to comrade Tran Thang Tang, Head of the People's Committee of Thot Lot Hamlet, to start building a smart new-style rural hamlet, Long Vinh Commune has deployed criteria for cadres of commune departments, branches, hamlet cadres and deployed propaganda work to mobilize people to participate. From there, creating consensus and unity among cadres and people, so the activities to build a smart new-style rural hamlet have been implemented quite smoothly and effectively.
Implementing the construction of smart new-style hamlets, Thot Lot hamlet maintains and improves the criteria for model new-style hamlets and focuses on achieving the criteria for smart hamlets. Building an economic model that is automated by 80% or more. Implementing this criterion, Thot Lot hamlet has mobilized 03 households to implement a high-density shrimp farming model using a recirculating system with an area of nearly 20 hectares. This is an effective solution to treat waste in high-density shrimp farming, completely closed, using recirculating water, not discharging water into the outside environment. The shrimp farming model uses a recirculating system with an automatic system installed, operated by an app installed via smartphone, so it can be controlled remotely.
In addition, the model is also installed with a smartphone-controlled feeding machine to automate the steps, reduce costs in farming, contribute to increasing value and income for shrimp farmers. Shrimp raised using the model using the circulation system all develop well, production efficiency is higher than that of conventional shrimp farming households and gives sustainable efficiency.
Comrade Tran Thang Tang added that, seeing the effectiveness of shrimp farming using the recirculation system of households in the model, one more household registered to participate in the model with an area of 01 hectare.
In addition, the smart NTM hamlet model also implements criteria such as: people have access to information (on policies, security, order, science - technology, administrative procedures, or electricity and water bills...) on smartphone apps, Tra Vinh province's electronic information portal, official social networks from 80% or more, at least 90% of households pay for electricity or water bills without cash or at least 80% of documents are submitted online. Accordingly, local people have access to information on policies, security and order. Local authorities and sectors and organizations regularly propagate, disseminate and educate the law to people.
Up to now, Thot Lot hamlet has 875/1,035 people using smart electronic devices, such as: mobile phones, tablets, laptops, accounting for 85%. Information on policies, security, order, science and technology transfer, market prices... are all accessed by people through electronic information systems, such as: Zalo, Facebook, electronic information portals...
From the beginning of 2024 until now, people in Thot Lot hamlet have come to the People's Committee of the commune to resolve administrative procedures and have been guided by the reception staff to submit documents online through the national public service. 80 administrative documents of people in Thot Lot hamlet have been received, of which 75/80 documents have been submitted and resolved online, reaching 84.26%, households in Thot Lot hamlet pay for electricity and water bills by bank transfer without using cash.
Up to now, Long Vinh commune has basically met the criteria of a model new-style rural commune in education. According to the criteria, the commune must have an environmental education model and implement waste classification in schools. The commune-level learning community is evaluated and classified as "fair", including the indicator on the regular learning outcomes of workers. Implementing the environmental education model and implementing waste classification in schools, the People's Committee of Long Vinh commune issued Decision No. 215/QD-UBND, dated August 1, 2024 on the establishment of a Steering Committee for implementing the waste classification model in schools in Long Vinh commune.
Long Vinh commune currently has 04 schools building a model of "Environmental education and waste classification" with the aim of raising awareness of environmental protection associated with waste classification at source. Raising the responsibility and obligations of cadres, teachers, employees, workers, parents and students in implementing waste classification at source, gradually forming habits, contributing to environmental protection, building a civilized lifestyle. The Board of Directors of the schools has implemented propaganda on the waste classification model for 30 sessions for teachers and students. The schools have arranged 45 3-compartment waste classification bins for students to conveniently classify waste.
The schools have collected and sorted more than 500kg of recyclable waste and sold it as scrap for about 3 million VND, creating a fund for schools to reward classes that have achieved emulation achievements in weekly waste sorting. From there, the school environment is always bright - green - clean - beautiful, safe for students' recreational activities.
The learning community of Long Vinh commune is classified as good according to Decision No. 379/QD-PGDDT, dated December 10, 2024 of the Department of Education and Training of Duyen Hai district. In addition, other criteria for building a model new-style rural commune such as criteria on production, environmental landscape, and digital transformation are also implemented synchronously by Long Vinh commune and are assessed to meet regulations.
According to comrade Lam Van Quang, Chairman of Long Vinh Commune People's Committee, based on the achieved results, Long Vinh commune continues to maintain the commune meeting advanced NTM standards, achieving model NTM commune and implementing e-commerce models, making the rural face increasingly developed.
Particularly, Thot Lot hamlet has completed the criteria of a smart new-style rural hamlet, contributing to the locality in building a model new-style rural commune. In particular, the commune builds new-style rural communes associated with agricultural restructuring and climate change adaptation, and improves income, material life, and spiritual culture for people, while ensuring security, order, and social safety.
